The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers.Funded by Green Climate Fund (GCF) Readiness Program, the “National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay” aims to strengthen the country’s resilience to climate change by addressing key adaptation barriers in agriculture and forestry sector. As the delivery partner, GGGI is recruiting an Adaptation Lead to serve as the Project Manager for the mentioned project.POSITION SUMMARYBased in Asunción, Paraguay, the Adaptation Lead (Project Manager) will be responsible for leading the management and implementation of the project “National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay.” This role involves coordinating the design, development, and validation of the NAP and its key deliverables, ensuring alignment with national development priorities, climate strategies, and international frameworks. The Adaptation Lead will deliver high-level presentations, oversee capacity-building activities, and ensure stakeholder ownership of project outcomes.The Adaptation Lead will report to the Paraguay Country Program Manager and work in close collaboration with the GGGI Paraguay team and the Project Technical Unit. A central part of the role is to lead stakeholder engagement, particularly with key government institutions such as the Ministry of Economy and Finance (MEF), the Ministry of Environment and Sustainable Development (MADES), and the National Climate Change Commission (CNCC). The Adaptation Lead will also facilitate coordination between MEF and other sectoral ministries, acting as the primary focal point for queries related to the Readiness grant and project implementation.PURPOSEThe National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay aims to strengthen the country’s climate adaptation strategies and build institutional and technical capacity in climate-resilient agriculture and forestry. The Adaptation Lead will be responsible for managing and implementing the NAP process, ensuring alignment with national priorities, climate strategies, and international frameworks. The role includes leading the development and validation of the NAP, integrating gender equality and social inclusion (GESI) considerations, and establishing monitoring, evaluation, and learning (MEL) systems that are scalable and compatible with national systems. The Adaptation Lead will also drive strategic stakeholder engagement to ensure national ownership and successful institutional uptake.As the primary liaison between GGGI, government counterparts, and stakeholders, the Adaptation Lead will focus on building strong, trust-based relationships to facilitate policy coherence, resolve conflicts, and ensure the effective delivery of the Readiness-funded activities.ENGAGEMENTDirectly report to the Country Program Manager.Manage stakeholder engagement processes at the national and regional levels, including government agencies (MEF, MADES, CNCC).Serve as the primary liaison between GGGI, government counterparts, and other stakeholders to resolve challenges and ensure timely delivery of project activities.Develop, maintain and strengthen contacts with relevant government institutions and authorities.Conduct high-level presentations and capacity-building sessions for stakeholders, promoting ownership and alignment with national prioritiesOversee the organization of the NAP launch event, ensuring broad participation and effective communication of the NAP’s goals and targets.Facilitate collaboration and communication between the NDA and all government ministries.Proactively solve conflicts and address issues that could occur between the NDA, DP and line ministries.Act as the main point of contact for queriers and questions concerning Readiness grant management activities.Identify and exploit synergies between GCF and donor-funded projects and programs.Collaborate with international organizations, research and academic institutions, and relevant organizations to leverage resources for project implementation; engage with GGGI staff and donors focused on climate change for comprehensive project design and execution.DELIVERYProvide strategic leadership and oversight for the entire project, ensuring all components of the NAP for agriculture and forestry sectors are developed and implemented effectively.Coordinate the design, development, and validation of the NAP, ensuring alignment with national policies, climate strategies, and international frameworks.Supervise the creation of the NAP Action Plan, ensuring it contains clear, costed activities, timelines, indicators, and responsible entities for implementation and monitoring.Supervise and guarantee the integration of Gender Equality and Social Inclusion (GESI) principles into the NAP, ensuring the unique needs of women, youth, indigenous peoples, and vulnerable groups are incorporated.Facilitate the development and operationalization of Monitoring, Evaluation and Learning (MEL) systems for adaptation measures, ensuring compatibility with national systems and scalability.Oversee and technically review the drafting and publication of all project outputs, including technical studies, capacity-building reports and guidelines for mainstreaming adaptation into national policies.Ensure quality control and timely reporting to donors, synthesizing technical inputs into actionable recommendations and policy briefs.Develop and maintain an up-to-date map of GCF-funded projects, focal points, main activities.REQUIREMENTSQUALIFICATIONSMust be a Paraguayan national or hold a valid work permit.At least a graduate degree in environmental policy, engineering, environmental science and management, biology, economics, statistics, climate change or any related fields; an Advanced Degree is preferred.At least 10 years of experience of professional work in Paraguay in climate change and sustainability.Preferably at least 10 years of progressive project management experience.At least 7 years of professional experience in climate change adaptation and resilience.At least 5 years of professional experience in forestry and/or agriculture.(Preferred) Familiarity with GCF project delivery along with the project delivery process.Proven track record in stakeholder engagement and consultation.Strong professional network in the country.Excellent Spanish knowledge and fluent English writing and speaking skills.FUNCTIONALStrategic thinker and solutions-oriented, with good ability to multitask and work in a matrix environment.Strong leadership skills.Strong ability to work remotely, while maintaining productivity.Excellent communication (both written and oral) and facilitation skills.Excel at problem solving, ask questions and seek support when needed, share easily knowledge with others both internally and externally.Comfortable working both in a team and independently.CORPORATEUnderstand and actively support GGGI’s mission, vision and values.Promote the optimum use of public resourcesPromote an organizational culture of trust, transparency, respect and partnership.Processes and shares information easily.Manage emotions and stress positively, build rapport and resolve conflict easily.Promote creativity and innovation among staff.Be able to lead where needed and provide solutions to project-level challenges.Child protection – GGGI is committed to child protection, irrespective of whether any specific area of work involves direct contact with children.
