IDLO cherche un Expert en Évaluation pour conduire une évaluation finale du projet intitulé **“Strengthening State Responses to Transnational Organized Crimes in East Africa” (EATOC)**. Ce projet, en cours au Kenya, en Tanzanie et au Mozambique, se termine et une analyse approfondie est nécessaire pour mesurer les résultats et l’impact sur les populations bénéficiaires.
Objectifs de l’Évaluation
L’évaluation a pour but de :
- Fournir une évaluation indépendante du projet, en mesurant l’atteinte des résultats escomptés tout en mettant l’accent sur leur impact et leur durabilité.
- Identifier les leçons pertinentes qui pourront guider la conception et la mise en œuvre de projets futurs dans le domaine de la criminalité organisée.
Responsabilités Clés
L’Expert en Évaluation sera sous la supervision direct de l’Unité d’Évaluation d’IDLO et coordonnera ses travaux avec le Spécialiste de l’Évaluation. Les responsabilités incluront :
- Conduire un examen documenté des dossiers et des rapports relatifs au projet.
- Reconstituer la Théorie du Changement (ToC) et développer les questions d’évaluation (EQs) ainsi que les indicateurs correspondants.
- Organiser la collecte de données en collaboration avec des consultants pour la collecte de données.
- Réaliser des interviews clés et discussions de groupe en personne ou à distance.
Les livrables comprennent plusieurs rapports : une Note d’Inception, un rapport d’évaluation préliminaire et le rapport final.
Exigences du Poste
Formation et Expérience
- Un Master en développement international, droit, politiques publiques ou sciences sociales pertinentes.
- Une expérience substantielle dans l’évaluation de programmes de renforcement des capacités liés à la criminalité organisée.
- Au moins 10 ans d’expérience professionnelle dans la gestion de projets et l’évaluation selon le cadre OECD DAC.
Compétences Linguistiques
- Excellentes compétences à l’oral et à l’écrit en anglais, la maîtrise du swahili ou du portugais constitue un atout.
Connaissances et Compétences Particulières
- Connaissance approfondie du système de justice pénale et des programmes de lutte contre la corruption dans le contexte kenyan, mozambicain et tanzanien.
- Expérience solide dans la gestion d’évaluations complexes et dans la supervision d’équipe.
- Capacité à concevoir des indicateurs qualitatifs et quantitatifs pertinents et à formuler des questions d’évaluation ciblées.
Conditions de Travail
Cette mission de consultation est entièrement dématérialisée, prévue pour commencer avant la fin juillet 2025. Les principales étapes incluent :
- Soumission de la Note d’Inception entre fin juillet et début août 2025.
- Collecte de données attendue pour fin août 2025.
- Le projet de rapport d’évaluation sera livré d’ici fin septembre 2025, suivi du rapport final fin octobre 2025.
Le contrat de consultation est évalué à 15 000 euros et nécessitera environ 30 jours de travail, dont 10 jours pour la phase terrain. IDLO suit des pratiques d’inclusion et de non-discrimination, et encourage particulièrement les candidatures féminines.

📝 Description du poste : Overview & Responsibilities:IDLO is conducting a final evaluation to assess the progress and outcomes of the “Strengthening State Responses to Transnational Organized Crimes in East Africa” (EATOC) project implemented in Kenya, Tanzania, and Mozambique, as it concludes. In particular, the evaluation will:
- Provide an independent assessment of the project and measure the extent to which the expected results were achieved with emphasis on their impact on intended beneficiaries and sustainability of results, including their overall impact and contribution to strengthening the collective state response to transnational organized crime; and
- Identify relevant lessons learned that could inform the design and implementation of future projects related to transnational organized crime and similar contexts.
The incumbent will report to IDLO’s Evaluation Unit and Director, The Hague Office, and under a day-to-day supervision of the Evaluation Specialist. The Evaluation Expert will be responsible for undertaking this evaluation in line with the Terms of Reference ( ). The incumbent will be expected to carry out the following key duties in line with the detailed evaluation Terms of Reference. Inter alia, the incumbent will: * Conduct an in-depth desk review of project documents and reports, administrative records related to the various activities, project progress reports, and M&E data and reports.
- Reconstruct the project’s ToC and develop the EQs and Indicators.
- Identify methodological approaches and tools to capture data, in-line with the expected evaluation results.
- Organize and manage data collection with data collection consultants.
- In coordination with data collection consultants, set up and conduct in-person/remote key informant interviews and focus group discussions.
The incumbent will undertake in-depth analytical work to produce the following deliverables in all draft and final versions:
- An Inception Note
- A draft Evaluation Report
- Finalized Evaluation Report
Job Requirements:Education and Professional Experience
- Master’s degree in international development, law, public policy, or other relevant social sciences is required.
- Substantial experience in leading evaluations of capacity-building programmes in the field of Transnational Organized Crime (TOC), criminal justice, criminal justice reforms, and anti-corruption.
- Minimum of 10 years of substantial professional experience with project cycle management, OECD DAC evaluation framework, ToC/logical framework approaches and quality assurance within international development evaluations.
Languages
- Outstanding written and verbal skills in English is required. Proficiency in Swahili/Portuguese is an advantage.
Specific knowledge, skills, and competencies
- Comprehensive knowledge and understanding of the criminal justice reforms and systems, and anti-corruption programming context in Kenya, Mozambique and Tanzania.
- Robust experience in managing complex evaluations and supervising a few team members.
- Thorough knowledge of designing qualitative and quantitative (proxy) indicators at appropriate levels (input, output, outcome, and various levels of impact) and drafting focused Evaluation Questions.
Terms & Conditions:This is a home based consultancy assignment. The consultancy is expected to commence before end of July 2025. The inception note is expected to be submitted between the end of July and early August 2025, with data collection anticipated to be completed by the end of August 2025. Additionally, the following timeframes are projected for completion:– draft evaluation report is tentatively expected by end of September 2025; and– the final report tentatively by the end of October 2025.This is a result-based assignment, with payments made upon satisfactory production of evaluation deliverables. The Evaluation Expert is expected to dedicate approximately 30 working days to this assignment, which includes 10 days allocated for the field phase. The IDLO Evaluation Unit will decide on the final approach towards the Field Phase data collection after consulting with the Evaluation Reference Group (ERG) which includes the Programmme Team.The total value of the consultancy contract is EURO 15,000.-IDLO is an Equal Opportunity Employer.
