Le rôle de *Contracts Formation/ Administration* au sein de Bechtel constitue une occasion unique de participer à la formation et à l’administration des sous-contrats dans un environnement dynamique et international. Les tâches incluent la préparation et l’examen de paquets de demande d’offres ainsi que le développement de procédures opérationnelles pour les contrats de projet.


Responsabilités Principales

Gestion des Sous-Contrats :

  • Mise en Œuvre de la Programmation de la Chaîne d’Approvisionnement : Enregistrement des tâches de gestion des sous-contrats conformément aux procédures standard.
  • Surveillance des Sous-Contrats : Évaluation continue des progrès et communication des éventuelles difficultés techniques ou financières aux équipes de direction.
  • Coordination avec le Personnel Désigné : Collaboration sur les activités opérationnelles influençant les droits contractuels et la performance des sous-contrats.

Formation des Sous-Contrats :

  • Exécution et Négociation : Assurer la conformité des sous-contrats et diriger les négociations liées aux engagements.
  • Préparation et Distribution : Élaboration des documents d’appels d’offres et organisation des réunions préalables à la soumission.

Exigences en Matière d’Éducation et d’Expérience

– **Diplôme requis** : Licence (ou équivalent international).
– **Expérience** : 8 à 10 ans d’expérience pertinente ou 12 à 14 ans d’expérience validée dans des contrats et l’administration.


Compétences Requises

– **Gestion de Contrats Complexes** : Expériences dans la gestion de contrats de construction d’envergure.

Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures.   • Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
  • Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
  • Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
  • Manage moderately complex contract changes by negotiating with customer personnel and obtaining settlement

Subcontract Formation

  • Conforms and ensures subcontract execution
  • Directs negotiation in the commitment of subcontracts
  • Develops and issues subcontracts and services agreements as assigned
  • Prepares bidders’ lists and pre-qualifies bidders
  • Forms bid request packages and issues bid request packages to approved bidders
  • Coordinates bidders’ questions and answers to those questions
  • Receives bids and evaluates bids commercially
  • Prepares Commercial Bid Summary and recommendations
  • Recommends and secures approvals in accordance with established procedures
  • Prepares subcontract documents for execution
  • Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
  • After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

Education and Experience Requirements:Requires bachelor’s degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experienceRequired Knowledge and Skills:

  • Experience in formation and contract administration management of large, moderately complex construction contracts and services contracts.
  • Demonstrated skills in working and communicating effectively with all levels of project functional groups.
  • Experience in a wide range of contract types and associated pricing arrangements.
  • Experience in change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
  • Experience in negotiating terms and conditions, and variations.
