Responsabilités du poste

Cost Estimating :

  • Gestion des estimations et des plans de coûts tout au long du cycle de vie des projets.
  • Élaboration et gestion des budgets de projet, en étroite collaboration avec les parties prenantes.
  • Préparation des estimations de coûts détaillées en utilisant des références locales et des données historiques.
  • Coordination de l’inclusion des enjeux de projet dans les estimations.
  • Préparation de documents d’appel d’offres, évaluation des propositions et onboarding de consultants.
  • Identification des opportunités d’économies de coûts lors des phases d’estimation et de planification.

Project Controls :

  • Mise à jour mensuelle du rapport de coûts avec des vérifications de qualité et une identification des risques.
  • Gestion des demandes de changement en effectuant des analyses d’impact budgétaire.
  • Utilisation des systèmes budgétaires clients pour rendre compte des métriques financières essentielles.
  • Analyse mensuelle des écarts avec communication avec les équipes financières.
  • Documentation des risques financiers et recommandations de stratégies d’atténuation.
  • Gestion des applications de paiement mensuelles et vérification de leur exactitude.

Exigences du poste

  • Baccalauréat : en gestion de la construction, gestion de projet, finance ou domaine connexe.
  • Expérience : 8-10 ans dans la gestion commerciale, le contrôle des coûts ou les contrôles de projet.
  • Compétences : forte compréhension des estimations de coûts et des rapports financiers, maîtrise des outils de reporting.
  • Certifications : RICS, PMP, un atout.

  • Support the commercial function of capital projects by managing estimates and cost plans throughout the project lifecycle.
  • Develop and manage project budgets during all lifecycle phases, ensuring alignment with project requirements through collaboration with stakeholders.
  • Prepare detailed cost estimates using local benchmarks and historical data, updating budgets for scope changes and maintaining accurate project costs.
  • Coordinate project scope inclusion in cost estimates by engaging with various stakeholders and addressing scope gaps.
  • Prepare consultancy tender documents, evaluate proposals, onboard consultants, and transfer project information to in-country consultants as needed.
  • Identify cost-saving opportunities and propose initiatives for scope changes during estimation and planning stages.

Project Controls

  • Maintain and update the cost report monthly, ensuring accuracy, quality reviews, risk identification, and alignment with project progression. Incorporate updates into Client project reporting platform and collaborate with PMs and Clients.
  • Assist in managing Change Requests by reviewing budget impacts, ensuring proper approvals, incorporating changes/variations into cost reports, and triggering additional funding requests when needed.
  • Utilize Client budget and accounting systems to manage and report on key project financial metrics, including committed costs, accruals, cashflows, and Assets Placed in Service, ensuring compliance with policies.
  • Provide monthly variance analysis, including high-level variance explanations, and communicate with finance teams.
  • Identify and document financial risks in the project risk register or Client project reporting platform, recommending mitigation strategies, updating cashflow forecasts, and informing finance teams of relevant risks.
  • Manage monthly payment applications and invoices by verifying accuracy, ensuring alignment with work completed, and adhering to QA standards.
  • Oversee the financial close-out of projects, ensuring all final costs are captured in Client project reporting platform, final accounts align with purchase orders and invoices, and projects are closed in compliance with Client requirements.
  • Manage and maintain project scope boundaries to align with approved budgets, schedules, and stakeholder expectations while preventing scope creep.
  • Attend steering meetings to provide updates, escalate commercial concerns, and contribute expertise.
  • Support ad-hoc project report requests from Clients as required.

Requirements

  • Possess a relevant Bachelor’s Degree in Quantity Surveying, Project Management, Construction Management, Finance or a related field.
  • Minimum 8-10 years of relevant experience in commercial management, cost control, or project controls, consultancy experience is preferred.
  • Experience in managing projects across multiple regions, preferably in ASEAN, ANZ and India.
  • Strong understanding of project cost estimation, budgeting, and financial reporting.
  • Proficiency in cost reporting tools, budget management systems, and Microsoft Excel.
  • Familiarity with procurement and tendering processes, including consultancy tendering and supplier onboarding.
  • Knowledge of financial metrics such as cash flow, accruals, and variance analysis.
  • Experience with risk management, change management processes, and maintaining project scope boundaries.
  • Strong analytical and problem-solving skills with attention to detail and the ability to identify risks and deliver corrective actions.
  • Excellent communication, organizational, and collaboration skills to manage multiple regional projects and diverse stakeholders effectively.
  • Flexible to work across regional time zones and adapt to cross-cultural environments.
  • Professional certifications (e.g., RICS, PMP) are an advantage.
