ODU was established in December 2018 with its primary mission: to strengthen ties between the Netherlands and Ukraine by supporting businesses, humanitarian organizations, civil society actors, and cultural initiatives. The organization facilitates collaboration through three thematic areas: economy, humanitarian affairs, and culture & civil society. ODU has several notable programmes, in particular a new «Build Back Bio» program, which was launched in partnership with Hempire UA and Rawblox. This 4-years program aims to construct 450 bio-based homes in Ukraine using sustainable materials like straw and hemp. The project is funded by a €4 million grant from the Netherlands Government Enterprise Agency and focuses on providing affordable, energy-efficient housing for rural families affected by war.Additionally, OpenDoorUkraine.NL is involved in establishing the Veteran Mental Health Centre of Excellence (VMHCE) to provide high-quality mental healthcare services in Kyiv for Ukrainian veterans. The organization also supports various humanitarian projects, such as funding the «I Am Kherson» programme, which delivers rehabilitation equipment to individuals with limited mobility in the Kherson region.The Director is the chief executive of the Foundation, responsible for its overall strategic leadership, operational management, external relations, and compliance. The position reports to the Chairman of the Board and supervises the Programme Coordinator and Finance Manager, both based in Kyiv. The Director leads a team of 10 staff and contractors in Ukraine.1. Organisational Leadership and Staff Management
- Provides overall management of the Foundation and its staff, ensuring clear roles, strong motivation, and ongoing capacity development.
- Supervises the Kyiv-based team, including the Programme Coordinator and Finance Manager.
- Ensures the Foundation operates in line with its mission and strategic priorities.
- Ensures that all programmes are implemented on time, within scope, and within budget.
- Leads the design and quality assurance of new programmes and initiatives.
- Oversees robust monitoring and evaluation systems to track outcomes and improve impact.
- Reviews programme and financial reports for internal and external stakeholders, including donors and the Board.
- Oversees and ensures the quality of key organisational documents, including the Annual Plan, Multi-Annual Strategic Plan, and Annual Report.
- Ensures that programming aligns with strategic objectives and donor expectations.
- Ensures the financial sustainability and integrity of the Foundation through sound budgeting, expenditure control, and financial planning.
- Oversees financial reporting and audits, ensuring compliance with Dutch ANBI/CBF standards.
- Approves major expenditures, contracts, and service provider agreements.
- Ensures legal and regulatory compliance in both the Netherlands and Ukraine.
- Develops and executes a proactive fundraising strategy targeting governments, multilateral donors, private foundations, and the EU.
- Writes or supervises the preparation of grant proposals, concept notes, and funding applications.
- Maintains strong relationships with existing donors and actively cultivates new funding partnerships.
- Ensures timely donor reporting and compliance with funding agreements.
- Acts as the main representative of the Foundation to diplomatic partners, donors, and stakeholders.
- Represents the organisation in high-level meetings, press engagements, conferences, and public forums, together with the Chairman.
- Builds strategic alliances with Ukrainian institutions, EU policymakers, Dutch ministries, and peer organisations.

- Place of residence – co-located between Kyiv and the Netherlands;
- At least 7−10 years of senior management experience in a non-profit, international development, or diplomatic setting, ideally with operational experience.
- Demonstrated ability to design, implement, and monitor multi-sector programmes, with a strong track record of delivering results on time and on budget.
- Experience building and maintaining high-level relationships with donors, governments, EU institutions, and diplomatic mission
- Proven ability to develop successful funding proposals and cultivate relationships with bilateral, multilateral, and philanthropic donors.
- Solid understanding of budgeting, financial planning, and compliance, including experience with preferably knowledge of Dutch ANBI/CBF standards and/or international audit and reporting standards.
- Experience leading strategic planning processes, developing annual/multi-annual plans, and producing high-quality narrative and financial reports.
- Knowledge of legal and regulatory frameworks affecting NGOs in Ukraine and (ideally) the Netherlands, with ability to ensure full compliance.
- Proven experience managing teams, or field-based staff, with a focus on team motivation and professional development.
- Strong written and verbal communication skills in Ukrainian and English; proficiency in Dutch is an asset. Confident public speaker and media spokesperson.
