The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers.Funded by Green Climate Fund (GCF) Readiness Programme, National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay aims to strengthen the country’s resilience to climate change by addressing key adaptation barriers in agriculture and forestry sector. As the delivery partner, GGGI is recruiting a Forestry Officer to take lead on the forestry topic of the NAP for the Agriculture and Forestry Sectors of Paraguay.POSITION SUMMARYBased in Asunción, Paraguay, the Forestry Officer will provide technical expertise in the forestry sector for the National Adaptation Plan (NAP) and take the lead in drafting, reviewing, and finalizing forestry-related sections of the NAP document. The officer will support the enhancement of data systems and information management, integrate climate adaptation into national frameworks, advance equitable and inclusive adaptation practices in forestry, and foster private sector engagement in climate adaptation efforts.The Forestry Officer will work under the supervision of GGGI Adaptation Lead and work in close cooperation with GGGI Paraguay team and the Project Technical Unit. The Forestry Officer will actively collaborate with Paraguayan public institutions responsible for climate adaptation policies in the agricultural and forestry sectors, including the Ministry of Economy and Finance (MEF)—the National Designated Authority (NDA) to the Green Climate Fund (GCF) and the Ministry of Environment and Sustainable Development (MADES- Spanish acronym).PURPOSEThe National Adaptation Plan (NAP) for the Agriculture and Forestry Sectors of Paraguay aims to enhance the country’s climate adaptation strategies and strengthen technical skills in climate-resilient forestry and agriculture sector. The Forestry Officer will contribute to this objective by supporting the NAP document review and preparation process, taking the lead on the forestry sector chapter. The Forestry Officer will conduct technical studies to assess climate vulnerabilities and risks in the forestry sector and identify and design adaptation measures for the sector. For the identified adaptation measures, the Forestry Officer will design and develop Monitoring and Evaluation (M&E) system and adaptation guidelines and provide capacity-building support for forestry extension agents on climate-resilient forestry practices.ENGAGEMENTDirectly report to the Adaptation lead in GGGI Paraguay and the Country Program Manager.Work in close cooperation with the Project Technical Unit (with Agriculture Officer, Public Policy Consultant, GESI Consultant, Climate Vulnerability Consultant, Economic Modeling Consultant and Communication Assistant) and GGGI Paraguay Team, to ensure on-time reporting and high-quality project deliverables.Collaborate with Paraguayan public institutions responsible for climate adaptation policies in the agricultural and forestry sectors, including the Ministry of Economy and Finance (MEF) and the Ministry of Environment and Sustainable Development (MADES).Engage with the forestry private and public sector actors to ensure collaboration with project initiatives.Represent the project in external and internal meetings, at relevant conferences and events promote visibility and knowledge sharing.Participate in GGGI-wide events to create awareness about GGGI Paraguay Program and related activities.DELIVERYSupport in the review and preparation of the final NAP document, taking a lead on the forestry sector chapterConduct technical studies to assess climate vulnerabilities and risks in forestry, integrating findings into the NAP.Lead the identification and design of adaptation measures for the forestry sector, focusing on reducing climate risks, and vulnerabilities and enhancing resilience.Develop and implement a forestry-specific M&E system to track adaptation outcomes.Develop forestry adaptation guidelines, ensuring integration with broader environmental, and climate policies.Support on conducting an expert workshop to determine criteria for the prioritization of adaptation measuresFacilitate stakeholder consultations to validate forestry-related adaptation measures, ensuring inclusivity and actionability.Lead the development of the forestry-focused GCF concept noteSupport on organizing national and regional workshops to establish the vision and goals of the National Adaptation Plan and to build NAP ownership, identify and validate climate vulnerabilities and risks in the forestry sectorsDevelop and deliver a Training of Trainers Program with capacity-building workshops to extension agents on climate-resilient forestry practicesSupport on conducting capacity needs assessment to map the financial sector capacity to identify and mitigate climate- and nature-related financial risks, and design innovative climate-resilient forestry financial instrumentsContribute to developing a Resilience Banking Training program targeting identified capacity gaps, strengthening the capacity of local financial institutions to finance climate-resilient forestry practices, and align with international sustainable banking standards and practices (e.g. TNFD, ISSB)REQUIREMENTSQUALIFICATIONSMust be a Paraguayan national or hold a valid work permit.A Mandatory BSc and a valued MSc in in natural resource management, forestry, environmental management, climate change, development economics, public policies, or related fieldPreferred at least 6-8 years of experience in the forestry sector, preferably linked to forestry, sustainable forestry practices, or climate change adaptation.Preferred 5 years of professional experience working in Paraguay on climate change or forestry sector.Familiarity with the public-sector institutions in Paraguay.Experience in advising high-level government officials on green growth-related matters.Familiarity with topics related to sustainability and resilience.Fluency in English (written and spoken) is required.FUNCTIONALStrategic thinker and solutions-oriented, with good ability to multitask and work in a matrix environment.Proven track record in stakeholder engagement and consultation.Strong ability to work remotely, while maintaining productivity.Excellent communication (both written and oral) and facilitation skills.Excellent Spanish knowledge and good English writing and speaking skills.Excel at problem solving, ask questions and seek support when needed, share easily knowledge with others both internally and externally.Comfortable working both in a team and independently.CORPORATEUnderstand and actively support GGGI’s mission, vision and values.Promote the optimum use of public resourcesPromote an organizational culture of trust, transparency, respect and partnership.Process and shares information easily.Manage emotions and stress positively, build rapport and resolve conflict easily.Promote creativity and innovation among staff.Be able to lead where needed and provide solutions to project-level challenges.Child protection – GGGI is committed to child protection, irrespective of whether any specific area of work involves direct contact with children.
