Description du Poste

Le poste de **General Cargo Operations Manager** est crucial pour piloter les opérations de fret général. Cela comprend l’optimisation des flux de cargaison, la mise en œuvre de procédures de sécurité, la gestion budgétaire et le leadership des équipes.

Responsabilités et Compétences

**Exigences Générales :**
– Expérience de plus de **7 ans** dans des rôles liés à la cargaison générale, dont au moins **4 ans** en management.
– Compétences en analyse de données et utilisation d’outils de reporting.
– Capacité à identifier les inefficacités et à proposer des améliorations.
– Excellentes compétences en communication et interrelations, favorisant des interactions constructives avec divers acteurs.

1. Gestion des parties prenantes :

The General Cargo Operations Manager is to lead general cargo operations including the optimization of cargo flows, processes and procedures, safety, reporting, budgeting and leadership direct reports.REQUIREMENTS SUMMARY

ROLE COMPETENCIES & ACTIVITIES
The General Cargo Operations Manager responsibilities will include, but not be limited to:Stakeholder Management

• Analyze stakeholders’ needs, interests, and influence to prioritize engagement strategies.
• Develop and implement stakeholder engagement plans tailored to different stakeholder groups.
• Build and maintain strong relationships with stakeholders through regular communication and meetings.
• Act as the primary point of contact for stakeholders, addressing their concerns and providing updates on relevant activities.
• Manage the dissemination of information, ensuring timely and accurate communication.
• Work closely with internal teams, including communications, project management, and legal, to ensure stakeholder interests are aligned with organizational objectives.
• Identify and address potential conflicts or issues with stakeholders proactively.
• Mediate disputes or misunderstandings, ensuring that resolutions are in the best interest of both the stakeholders and the organization.

Change Management

• Provides leadership for all general cargo execution workstreams
• Develop strategies to deliver scope effectively and at highest performance levels
• Leads, coaches, and develops team
• Establishes and implements objectives, implementation planning, policies and procedures for general cargo operations.
• Participates in planning and performance meetings internally and externally with internal and external customer base
• Support direct reports through conflict resolution
• Provides improvement and performance feedback and support to team on planning, vessel stevedoring and general cargo handling
• Ensure teams are trained specifically in their scope of work
• Collaborate with team to establish safe working practices, identification of risks and mitigation points
• Enforces standardization and ensures safe working practices are being followed
• Ensures a cost-efficient operation in line with current best practice and annual budget
• Liaises closely with customers, Customs, landside mobility and government authorities to ensure that their requirements are met
• Establishes performance targets, measurements and reporting transparently
• Collaborate with training team to establish a training plan and training schedule for front and back-office team
• Creating an environment for continuous learning and development alongside a training team that ensures accountability and effective performance
• Ensures team is trained in KSA and international standards with required certifications and diplomas
• Manages employee performance issues including training, appraisals, discipline, and grievances.
• Contributes to and develops relationships with all suppliers and related port users
• Develop self and always maintain knowledge in relevant field.
• Manage divergent interests through prioritization
• Implementation of new equipment and systems
• Support and drives development of personalized safety culture
• Defines and updates procedures to ensure zero human engagement in shadow fall area or line of fire
• Ensures highest possible safety standards through separation of man from machine and manpower engagement

Project Management

• Provide regular reports to senior management on stakeholder engagement status, risks, and opportunities.
• Use feedback and data to refine and improve stakeholder management strategies.
• Coordinate stakeholder involvement in projects, ensuring their feedback is integrated into planning and decision-making processes.
• Track and monitor stakeholder engagement activities and their impact on project outcomes.

Leadership

• Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
• Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
• Utilize data analytics to drive strategies and decisions.

• EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience * 7+ years in general cargo roles with a minimum of 4 years in management positions.

• Previous Project Implementation experience a plus
• The position requires a professional standard of knowledge to lead teams through functional/general expertise in general cargo operations as well as broad management skills.
• Proven experience in safety, cost and productivity improvement as well as design and implementation of new operations procedures for continuous improvement
• Strong communication skills including ability to communicate across the organization and stakeholders effectively
• Excellent analytical skills
• Effective negotiation and conflict resolution skills
• Ability to influence
• Ability to provide leadership, obtain cooperation and promote a team environment to meet objectives.

Qualifications

• Bachelor’s degree in relevant field
