Description du poste : Job DescriptionJoin Our Team as an HR Senior Specialist Focused on Innovative Talent AcquisitionThe Division of Human Resource Management is seeking a passionate and experienced Senior Human Resources Specialist to play a key role in our recruiting and talent acquisition efforts, focusing on innovative hiring strategies. This position will be instrumental in supporting process improvement pilot initiatives, managing alternative hiring pathways, and ensuring equal opportunities for candidates from a wide range of backgrounds, including individuals with disabilities, veterans, and those seeking a return to the workforce following a career break. The Senior HR Specialist will also contribute to strategic hiring initiatives aimed at reaching a broad range of talent across the state.This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah). Please note, a position’s eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Taylorsville State Office Building, 4315 S 2700 W, Taylorsville, UT 84129. All remote work must be performed within the state.

DHRM vision: As experts in people as agency resources, DHRM partners with State of Utah agency leaders to:Create excellent human capital strategies, andAttract and utilize human resources to effectively meet mission requirements with ever-increasing efficiency and the highest degree of integrity.ResponsibilitiesConsultation on Recruiting Best Practices and Strategies: Provide expert consultation to recruiters and hiring managers on recruiting and talent acquisition best practices. This could include guidance on sourcing strategies, advising on candidate experience, building sustainable talent pipelines, and troubleshooting hard-to-fill roles.Process Optimization: Analyze current recruiting and hiring processes to identify bottlenecks and inefficiencies. Develop and implement streamlined, scalable, and compliant workflows to enhance the candidate experience and hiring manager satisfaction.Project Management: Lead and manage various projects related to talent acquisition infrastructure enhancements, system implementations, and process improvements, ensuring on-time and within-budget delivery.Recruiter and Hiring Manager Enablement: Develop and deliver training programs, resources, and guides to equip recruiters and hiring managers with the knowledge and skills to effectively utilize the talent acquisition infrastructure.Infrastructure Development and Maintenance: Design, implement, and continuously improve the agency’s recruiting and hiring infrastructure, including but not limited to Applicant Tracking Systems (ATS), sourcing platforms, and assessment methodologies.Compliance and Best Practices: Stay abreast of relevant employment laws, regulations, and best practices in talent acquisition. Ensure the agency’s recruiting and hiring processes are compliant and aligned with industry standards.Stakeholder Collaboration: Partner effectively with HR colleagues, hiring managers, IT, and other relevant stakeholders to understand their needs and ensure the talent acquisition infrastructure effectively supports their goals.Documentation: Create and help maintain comprehensive standard operating procedures for all recruiting and hiring processes, procedures, and system functionalities.May functionally lead employees.QualificationsStrategic Talent Identification & Full-Cycle Recruitment Execution: Demonstrated expertise in applying a wide range of talent acquisition and recruitment best practices and strategies to strategically identify, attract, and engage prospective talent, while expertly managing all tactical stages of the recruitment lifecycle, including developing compelling job descriptions, sourcing, screening, interviewing, and extending offers.Planning and Prioritization: Ability to strategically organize tasks, time, and resources by setting goals, prioritizing activities based on urgency and importance, and developing actionable plans to ensure efficient and timely completion of work.Project Leadership: Excellent project management skills, with the ability to manage multiple projects simultaneously and drive results.Analytical Acumen: Strong analytical and problem-solving skills, with the ability to interpret data and develop actionable insights.Stakeholder Engagement: Excellent verbal and written communication skills, with the ability to provide clear guidance, build rapport, and collaborate effectively with diverse internal and external stakeholders.PREFERRED QUALIFICATIONSProcess Improvement: Experience in analyzing and improving complex processes, specifically within talent acquisition and HR.SHRM or HRCI certification is a plus.Supplemental Information
