The selected candidate will assist in management of all aspects of the contracts function, including the negotiation and administration of a wide range of complex international contracts and related business agreements. This individual will also assist in the preparation of cost/price proposals and provide guidance on all contractual matters involving compliance with international (Civil and Common Law Systems), commercial, and US federal laws, rules, and regulations. The manager will provide cross-functional guidance and support to business development, program management, proposal management, and executive leadership in the area of international contracting.Location:While we have chosen Taby, Sweden as the primary location, we are open to candidates in other locations such as UK and Europe.Primary Duties & Responsibilities:Reviews RFP/tender requirements and supports proposal developmentCoordinates and assists in the drafting and negotiation of a variety of large strategic international contracts (government/commercial) and associated modificationsAssists in development of negotiation strategies and contract negotiationsReviews agreements and contracts and all associated documents for consistency with laws, government regulations, economic conditions and company policies.Reviews and administers contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable regulations and business team objectives prior to signature / acceptanceSupports teaming/partnership agreements, memorandums of understanding and memorandums of agreement development.Advises management of contractual requirements and issues and provides interpretation of terms and conditions.Acts as primary contact for assigned international and commercial contracts activities.Ensures completion of appropriate corporate review of proposals and agreements.Assures compliance with applicable regulations and internal policies and proceduresEngages Global Trade Compliance (GTC) department for ITAR/EAR reviews to ensure appropriate handling of export-controlled dataCoordinates preparation of customer responses with other departments (Business Development/Sales, Global Trade Compliance, Program Management, Proposal Development, Operations, Finance, Legal and Engineering) as necessaryMaintains working knowledge of commercial, international (Civil and Common Law), and US federal (FAR, DFARS) rules and regulations and practices affecting international contracts, including UCC, US import and export controls, Foreign Corrupt Practices Act (FPCA), anti-boycott laws and various international actsAssists in identifying legal, contractual, and financial risk-related issues and provides guidance to management on resolving complex issues.Assists with communicating contractual flow downs to subcontracts departmentResponds to internal and external inquiries regarding contract issues, audits, and compliance requirementsRegularly communicates and documents status/progress of pending itemsGenerates supporting documents and materials, including Reps and Certs, NDAs, and Loan Agreements and coordinates with Legal as requiredProvides domain expertise in full-lifecycle contract management regardless of contract type (Cost Reimbursable, Cost Plus, FFP, T&M, etc.)Acts as focal point for contractual communications and commitments for assigned ContractsWorks as a partner with Leadership, Program Management, Engineering, Finance, and other disciplines to mitigate performance risk for both Requests for Proposals and assigned ContractsReviews and administers contractual documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions including applicable federal regulations and business team objectives prior to signature / acceptanceAssures compliance with applicable regulations and internal policies and proceduresMonitors program performance for scope changes and takes appropriate action. Manages, advises, and supports business team on issues / developments relative to assigned ContractsReviews Requests for Proposals and participates in preparing compliant proposal responsesNegotiates proposals within business goals and documents substance of discussions, agreements and resultsResponds to internal and external inquiries regarding contract issues, audits, and compliance requirementsRegularly communicates and documents status/progress of pending itemsGenerates supporting documents and materials, including Reps and Certs, NDAs, and Loan Agreements and coordinates with Legal as requiredPerforms other assigned duties as necessaryJob Qualifications:Must possess combination of strategic and tactical execution skillsetsA self-starter, capable of working well independently and remain self-motivatedAbility to review and assess terms and conditions for risk and to draft and suggest alternative language to mitigate riskNeed to clearly and succinctly be able to communicate both verbally and in writingAbility to express ideas freely and confidently in group settings and all levelsProven ability to set and achieve short-term and long-term goalsAbility to interact with internal and external customers on significant matters often requiring the coordination and collaboration of activities across organizational linesAble to think critically, assess risks and options, and drive consistency and risk mitigation through the lifecycle of a contractDemonstrates exemplary attention to detail and research skillsAbility to adapt to shifting priorities and goalsThis position requires access to export-controlled information or items (i.e. regulated technology or technical data per ITAR/EAR US regulations).
