Le Poste de Conseiller en Programme K9
Titre religieux : K9 Program Advisor
Localisation : San José, Costa Rica
Qualifications Minimales Requises
- Citoyen américain.
- Baccalauréat en justice criminelle, science policière ou domaine connexe, ou quinze (15) ans d’expérience avérée avec des forces de l’ordre.
- Niveau 3/3 en espagnol et 4/4 en anglais.
- Expérience significative (15 ans) avec les forces de l’ordre, dont 6 ans spécifiquement avec des unités K9, de préférence en tant qu’instructeur K9.
- Compétences avérées en communication et en liaison avec une variété de représentants gouvernementaux et communautaires.
- Capacité à travailler dans des zones rurales et éloignées de Costa Rica.
- Connaissances de base en santé canine et en réglementation gouvernementale américaine.
- Compétences informatiques : maîtrise de Microsoft Office.
Responsabilités du Poste
Le poste impliquera les responsabilités suivantes :
- Développement et mise en œuvre d’un plan stratégique pour optimiser le programme K9 en collaboration avec la direction de l’INL.
- Mentorat et évaluation des unités K9 soutenues par l’INL.
- Participation à la surveillance et à l’évaluation des projets, y compris des visites sur site.
- Assistance au développement de systèmes de gestion de la qualité pour garantir le bon fonctionnement des unités K9.
- Élaboration de rapports et de recommandations basées sur des preuves pour moderniser les opérations K9.
Salaire et Localisation
Le salaire sera discuté au moment de l’entretien. Ce poste est situé à San José, et un déplacement à l’intérieur du Costa Rica pourra être exigé.

**Minimum Qualifications**:– U.S. Citizen.
– Bachelor’s degree in criminal justice, police science, or other related field OR fifteen (15) years demonstrated experience working with law enforcement or similar.
– FSI level 3/3 Spanish.
– Level 4/4 English.
– Fifteen (15) years of demonstrated relevant experience to include:– Fifteen (15) years demonstrated experience working with law enforcement or similar.
– Six (6) years’ experience working with K9 units in a law enforcement capacity, preferably as a K9 instructor.
– Demonstrated experience in partnership building among stakeholders.
– Demonstrated communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
– Physically able to work and travel within Costa Rica, including to remote or rural areas.
– Basic/technical canine veterinarian knowledge preferred.
– Knowledge and work experience with U.S. government regulations, standards of conduct, and ethics.
– Knowledge of U.S. government operational and programmatic issues.
– Extensive work experience in communication and techniques, reporting, documentation, publication, and audio-visual material preparation.
– Demonstrated excellent communication and interpersonal skills.
– Competent verbal briefer in English and Spanish.
– Knowledgeable in Microsoft Office: Word, Outlook, Excel, Access, and Power Point.
– Able to work and report effectively from the field (telework).
– Ability to work under time pressure in a high-tempo environment.
**Duties and Responsibilities**
– This position is located in San Jose, Costa Rica.
Travel within Costa Rica may be required.
– This is a full-time position.
– This position requires a work plan.
– Maintains open, timely, and effective communication with INL Costa Rica leadership, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
– Based on assessments and expertise, develops, in conjunction with INL leadership, a plan to broaden and increase the utility of the Costa Rican K9 program.
– Conducts needs assessments and hands-on mentoring for numerous INL-supported police K9 units.
– Provides expertise as it relates to developing innovative and evidence-based proposals to modernize the K9 program.
– Assists INL in implementing a quality management system within the police to ensure full functionality of K9 assets and processes.
– Receives tasks, assignments, and guidance from the INL Director, INL Deputy Director, INL Program Officer and INL Police Program Manager.
– Performs site visits, including to remote locations, to verify project monitoring and evaluation to determine project effectiveness.
– Participates actively in the End-User Monitoring (EUM) activities based on the INL K9 protocols and procedures.
– Provides expertise related to the design and implementation of INL’s K9 support projects.
– Assists INL to provide basic, specialized, and continuing education related to K9 units.
– Coordinates program development, implementation, and reporting with other Costa Rican entities and INL advisors or contractors throughout the region.
– Ensures INL projects are executed in accordance with the objectives and terms.
– established in the Letters of Agreement, the INL Country Plan, and similar documents.
– Contributes to INL reports and prepare quarterly and annual progress reports on the projects assigned and corresponding budget execution.
– Attends meetings with INL, U.S., and host government officials as requested, including regional working group meetings to strengthen the National Canine Program.
– Supports INL in developing best practices to implement, oversee, and coordinate activities to seize controlled substances and narcotics that can be detected with the K9 Units.
