Le Global Green Growth Institute (GGGI) recherche un *Consultant pour le Suivi et Rapport sur le Plan de Développement National*, un poste clé destiné à renforcer la capacité du Paraguay à mobiliser et gérer efficacement le financement climatique, en particulier dans le cadre du Green Climate Fund (GCF).
Description du projet
Le projet, intitulé « Renforcement de l’Autorité Nationale Désignée, Entité Candidate d’Accès Direct, Processus de Programmation Nationale et Développement de Cadres Stratégiques pour un Développement à Faible Émission de Carbone au Paraguay », s’articule autour de plusieurs objectifs stratégiques :
- Renforcer la capacité du Ministère de l’Économie et des Finances (MEF) à coordonner et gérer le financement du GCF.
- Supporter le processus d’accréditation de l’AFD face aux normes du GCF.
- Operationaliser la Taxonomie Verte du Paraguay pour clarifier les actifs et investissements verts.
- Intégrer des indicateurs climatiques dans le Plan National de Développement 2050, en favorisant l’emploi vert et la croissance économique durable.
Objectifs de la mission
Le consultant contribuera au développement d’indicateurs climatiques et de durabilité alignés avec les engagements nationaux et internationaux du Paraguay. Les principales missions incluent :
- Réaliser une évaluation exhaustive des indicateurs existants
- Conseiller le MEF sur la sélection et la définition des indicateurs
- Mettre en place un cadre de suivi et de rapport robuste
Portée et livrables
Le consultant rendra compte directement au responsable de projet de la GGGI et au Vice-Ministère de l’Économie et de la Planification. Les résultats attendus comprennent :
- Identification préliminaire des indicateurs – Réalisation d’une cartographie des indicateurs existants et consultations avec les institutions pertinentes. (Due: 13 Juin 2025)
- Soutien technique sur la conception d’indicateurs – Élaboration de recommandations sur les indicateurs et méthodologies de rapport. (Due: 15 Juillet 2025)
- Renforcement des capacités – Développement de matériels de formation et sessions pour le MEF et les ministères concernés. (Due: 30 Août 2025)
- Operationalisation du cadre de suivi – Élaboration d’une structure définissant les rôles et responsabilités pour la collecte des données. (Due: 30 Septembre 2025)
Qualifications requises
Le candidat idéal devra posséder :
- Un diplôme de licence en ingénierie, statistiques ou domaines pertinents.
- Un diplôme avancé en statistiques, durabilité ou sciences climatiques.
- Minimum 7 ans d’expérience en conception et mise en œuvre de systèmes de suivi.
- Une bonne connaissance des plans climatiques du Paraguay.
- Une maîtrise de l’espagnol et de l’anglais.
Informations administratives
Au cours de la première semaine, le consultant définira les modalités de reporting en consultation avec l’Autorité Nationale Désignée (NDA) et le Responsable de Projet. Le lieu de travail sera les locaux du MEF. Les candidatures doivent être soumises en anglais, et le poste sera considéré comme fermé au KST.

In partnership with MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative aims to enhance Paraguay’s capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.Key objectives include:Strengthening MEF’s capacity as Paraguay’s Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.Supporting AFD’s accreditation process to meet GCF’s standards and criteria.Operationalizing Paraguay’s Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.OBJECTIVES OF THE ASSIGNMENTThe National Development Plan, Monitoring and Reporting Consultant will support the Ministry of Economy and Finance (MEF) in the development and operationalization of climate and sustainability indicators for Paraguay’s National Development Plan (PND) 2050.
