Qualifications éducatives requises :

Exigences professionnelles :

Minimum d’un an d’expérience en tant que superviseur/manager d’équipes d’aide juridique, de gestion de cas ou d’autres équipes de protection en situation d’urgence humanitaire.
Expérience de minimum un an en tant qu’agent d’aide juridique, gestionnaire de cas de protection, ou toute fonction connexe.
Connaissances techniques en matière de protection dans des situations d’urgence humanitaire, y compris des questions relatives à la violence, la coercition, la privation délibérée et les abus.
Compréhension des normes minimales de protection relatives à l’aide juridique, la sensibilisation, l’assistance à la protection individuelle, ainsi que des programmes spécialisés pour la protection de l’enfance et la violence basée sur le genre.
Bonne connaissance du contexte humanitaire ukrainien.
Compétences en leadership non seulement managérial, mais également relationnel.
Expériences dans l’établissement et le maintien de relations professionnelles et de réseaux avec des parties externes, y compris les autorités locales et nationales, d’autres ONG, etc.
Disponibilité pour des déplacements dans les régions de Kharkivs’ka, Donets’ka, Zaporizs’ka et Dnipropetrovs’ka environ 30 % du temps.

Responsabilités :

Program Implementation :

Direction d’une équipe d’agents d’aide juridique sur le terrain pour planifier et mettre en œuvre des activités de soutien juridique adaptées aux enfants, aux survivants de GBV, aux personnes déplacées, etc.
Assurer le respect des politiques et des standards humanitaires définis par le donateur.
Collaborer avec l’équipe et le chef de la protection pour analyser et documenter les droits violés et proposer des voies légalement valables pour la protection des bénéficiaires.
Préparer et superviser l’implémentation du programme pour garantir l’achèvement en temps opportun des activités.
Rédiger des rapports sous divers formats requis par le poste.

Protection Programming :

Superviser le processus d’identification et d’enregistrement des cas individuels nécessitant des services de protection.
Développer une cartographie des services pour soutenir les référencements.
Assurer que le personnel soit conscient et applique les normes minimales de protection.

Monitoring, Evaluation, Accountability, and Learning (MEAL) :

Collaborer activement avec le département MEAL pour vérifier et nettoyer les données programmatiques.
Soutenir le MEAL dans les vérifications indépendantes et le suivi des activités de projet.

Coordination & External Representation :

Appuyer le Program Manager dans l’extension de la portée des programmes en identifiant les lacunes.
Participer à des réunions avec d’autres organisations d’aide juridique et maintenir des relations positives.

Gestion de la ligne et évaluation de la performance :

Fixer des objectifs de performance pour les agents de terrain et organiser des réunions régulières pour suivre les progrès.
Évaluer régulièrement la performance sous la direction du département des ressources humaines.

Professional Requirements

1 year of experience as a supervisor/manager of legal aid, case management, or other protection teams in a humanitarian emergency.
1 year of experience as a legal aid officer, protection case manager, or any position related to protection.
Technical knowledge and understanding of protection in humanitarian emergencies, including issues relating to violence, coercion, deliberate deprivation, and abuse.
Technical knowledge of protection minimum standards related to legal aid, awareness raising, individual protection assistance/cash for protection, protection counselling, referrals under the umbrella of general protection, child protection, and gender-based violence specialized programming.
Good knowledge of the Ukrainian humanitarian context.
Leadership (not only managerial) skills.
Experiences in establishing and maintaining professional relationships and networks with external parties, including but not limited to local and national authorities, other non-governmental organizations, etc.
Willingness to travel in Kharkivs’ka, Donets’ka, Zaporizs’ka, and Dnipropetrovs’ka oblasts around 30% of the time.
Proven capacity for mentoring, facilitation, training, capacity building, and coaching.
Adaptability and openness to feedback, including the evolution of contexts and missions, and new protection minimum standards.

Responsibilities:Program Implementation

The Legal Aid Supervisor leads a team of field office Legal Aid Officers (LAO) to plan and implement legal support and assistance activities (including legal support to children, GBV survivors, IDPs, etc.), providing individualized protection through assessment, case planning, implementation, follow-up, and closure.
Ensure compliance with TGH donor policies, strategy, tools and guidelines, humanitarian standards.
In cooperation with the LAO team and the HoP – Protection, analyze and document violated rights and offer team members the best ways to protect the legal rights and interests of beneficiaries legally.
Provide technical analysis and feedback to TGH representatives at coordination meetings.
In cooperation with the HoP – Protection, bears special technical responsibility for implementing, quality control, and monitoring legal services provided.
Prepare and supervises program implementation to ensure timely completion of program activities, including logical framework monitoring, individual work plans, performance management, identification of software needs, and coordination with necessary departments within the organization.
Prepare and generates reports in appropriate formats as required by the position’s requirements and responsibilities.
Provide support, control, and supervision of database updates to ensure accurate and complete reporting of the legal department.
Ensure proper data collection, management, and archiving by the field officers, collaborate proactively with the MEAL department in verifying, cleaning, and preparing data for reporting.
Lead or contributes to the assessment of needs, gaps of target populations in current and prospective areas of operations, and other assessments, periodically updates the protection situation analysis as requested by the Program Manager.
Conduct quality monitoring of the service provision through individual and group supervisions (observation, case discussion, file check, capacity assessment, etc.) and field visits per protection minimum standards. Provide feedback for improving protection activities quality to supervised staff, Program Manager, and HoP-Protection.

Protection Programming

Supervise the identification and registration of individual cases requiring protection services through direct support from TGH, indirect support through referral, and follow-up.
Develop a service mapping to support referrals and general reach of programming, under the guidance of the Head of Protection.
Ensure protection staff awareness and implementation of national and global protection minimum standards, under the guidance of the Head of Protection.
Ensure timely recording and updating of registered cases, consultations, and group activities in the database; ensure security of databases.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

Actively collaborate with the MEAL department to verify and clean program data to prepare it for reporting.
Support the MEAL department in carrying out independent checks of data and post-service/distribution monitoring of project activities on a regular basis.
Support the MEAL department, Program Manager in updating tools such as KoBo forms based on field officers’ feedback and global guidelines.
Ensure the field team upholds data protection principles and protocol. Support the field team to store and process data and documents efficiently and in line with data protection protocol.

Coordination & External Representation

Support the Program Manager and Head of Protection in increasing the reach of TGH’s programming by working with the field officers to identify gaps in coverage, new areas for programming, establishing contact with the local authorities, etc.
Attend sub-national clusters, technical working groups, and other meetings in joint collaboration with the Program Manager, or as delegated by the Program Manager.
Liaise and collaborate with other legal aid organizations as needed. Maintain positive coordination and relationships with partners and other actors working on the humanitarian response.

Line Management & Performance Management

Set performance objectives for field officers, and support them in achieving objectives. Conduct regular meetings with the team and with the Program Manager to track progress and discuss staff challenges and opportunities.
Conduct regular performance appraisals under the guidance of the HR department. Conduct recruitment of new staff members and provide orientation guidance.
Provide day-to-day support to protection workers in ensuring effective time management, internal and external communication, clarity of role and responsibility, and strict adherence to TGH Code of Conduct and other applicable policies (Safeguarding Policy for the Prevention of Sexual Exploitation and Abuse, Child Safeguarding; Gender Equality and Protection from Gender-based Violence, etc.) in partnership with the Program manager and Head of Program – Protection.
