Le Department of Justice and Community Safety recherche un *Senior Manager, Procurement Operations* pour jouer un rôle clé au sein de l’unité Finance et Procurement. L’unité Finance et Procurement est responsable de fournir des services financiers, d’approvisionnement et de gestion des lieux à l’ensemble du département. Elle s’engage à établir des politiques et des processus stratégiques pour renforcer les capacités internes et à gérer les performances d’approvisionnement ainsi que des projets stratégiques de grande envergure.
Fonctions et responsabilités
Le Senior Manager dirigera l’équipe des opérations d’approvisionnement, ayant pour mission de :
- Fournir un leadership confirmé : Contribuer à la stratégie des services d’approvisionnement et de propriété, et gérer des tâches assignées pour atteindre les objectifs définis.
- Maniement d’équipe : Gérer une équipe de professionnels de l’approvisionnement, en cultivant un environnement de travail inclusif et sécuritaire.
- Développement professionnel : Focaliser sur l’amélioration des performances et la croissance des compétences des membres de l’équipe à travers des mentorats et des conseils.
- Gestion des activités d’approvisionnement : Administrer les demandes d’activité d’approvisionnement et optimiser l’utilisation des ressources disponibles.
Exigences et qualifications
Pour réussir dans ce rôle, les candidats doivent posséder :
- Connaissances législatives : Capacité à identifier, interpréter et conseiller sur les lois, règlements et politiques liés à l’approvisionnement.
- Expertise des systèmes : Savoir identifier des domaines d’amélioration dans l’utilisation des systèmes et fournir la formation et le soutien nécessaires.
- Gestion des cadres : Établir des changements de processus et sensibiliser les autres à l’importance des cadres institutionnels.
- Développement des capacités : Élaborer des stratégies et des programmes de formation pour’améliorer les compétences individuelles et collectives.
Qualifications souhaitées :
- Expérience avérée dans le domaine de l’approvisionnement dans le secteur public et gestion d’équipe.
- Qualification supérieure dans un domaine pertinent (approvisionnement, commerce, droit ou administration des affaires) souhaitée.

The Department of Justice and Community Safety is seeking a Senior Manager, Procurement Operations to provide a critical role within Finance and Procurement.About the Business UnitThe Department of Justice and Community Safety (the department) delivers a justice and community safety system that works to build a safer, fairer, and stronger Victoria.The Finance and Procurement business unit provides department-wide financial, procurement and workplace services through strategic leadership and setting the direction, policy, and processes, and partnering with the department to build capability.Procurement and Property Services monitors and reports on procurement performance and manages several high-profile strategic projects to minimise procurement risk and support the delivery of value for money. It is also responsible for the effective operation and management of asset maintenance, fleet and property, and facilities management services across the department.About the RoleThe role leads the Procurement Operations team which is responsible for delivering key capability uplift, governance and system support for procurement practitioners, buyers and decision makers across the department, working closely with the other teams in the branch to support delivery of the department’s strategic objectives through provision of procurement and property services.Some of your duties will include:
- Provide senior leadership through input into the Procurement and Property Services strategy and manage assigned tasks to deliver against its objectives.
- Lead and manage a team of procurement professionals which may include:
- supporting an inclusive workplace and creating and promoting a team environment which is safe, fair, and equitable
- cultivating and empowering creative and innovative thinking within the team
- managing staff performance and professional development
- providing mentorship and advice to facilitate the capability uplift and growth of staff
- providing day-to-day operational guidance and support.
- Manage the work program across the team including the management of incoming procurement activity requests and approvals, the prioritising of actions and the use of available team resources to deliver the best outcomes.

- Legislative, regulation and policy awareness: Be able to identify, interpret and advise on existing procurement related legislation, regulation and policy.
- Systems expertise: Can identify areas of improvement in system use, manage the use of these systems by others and provide training and support to practitioner and foundational levels.
- Framework management: Instituting process and framework changes and educating others on the relevance and importance of the existing frameworks.
- Managing capability uplift and development: Identify skills and knowledge that are required to achieve organisational goals and objectives, and then developing strategies and programs to enhance the capabilities of individuals and teams, leveraging various available mechanisms.
Qualifications/requirements
- Knowledge and/or experience in public sector procurement is essential, as is demonstrated experience in managing a team of staff.
- A relevant tertiary qualification, preferably encompassing procurement, commerce, law or business administration with a technical understanding of systems/reporting is highly desirable.
