Le MEAL Coordinator aura pour mission de développer et de mettre en œuvre des systèmes de suivi, d’évaluation, d’responsabilité et d’apprentissage pour les projets humanitaires de Solidar Suisse en Ukraine. Ce poste implique une collaboration étroite avec l’équipe pays, des partenaires locaux et d’autres acteurs pour garantir l’efficacité des réponses humanitaires.
Responsabilités Clés
- Développement de la Stratégie MEAL : Élaborer et mettre à jour le cadre MEAL pour les projets en cours et à venir.
- Suivi et Mise en Œuvre : Assurer le suivi des cadre de logique de projets, coordonner la collecte de données et participer aux réunions de projet.
- Renforcement des Capacités : Conseiller et former le personnel des projets et les partenaires sur les questions MEAL, en utilisant des outils tels que **Kobo** ou le **Système Humanitaire Central**.
- Gestion des Plaintes et Mécanismes de Réponse : Veiller à ce que les équipes appliquent les standards d’engagement communautaire et de responsabilité envers les bénéficiaires.
- Reporting et Assurance Qualité : Garantir la qualité des rapports MEAL, s’assurer de l’alignement avec les objectifs de performance des projets.
Qualifications et Expériences Requises
Les candidats doivent posséder une compréhension approfondie du contexte humanitaire, une expérience avérée dans l’établissement de systèmes MEAL, et une familiarité avec les outils tels que PowerBI et Kobo Toolbox. Le poste requiert également des compétences en gestion du risque, une expérience dans des projets liés à l’hébergement et à la protection, et une maîtrise de l’anglais et du ukrainien.

Conditions Contractuelles

BackgroundSolidar Suisse is a Swiss NGO established in 1936 (then called Swiss Labor Assistance). Today, the organization is active in development cooperation and humanitarian aid in 16 countries worldwide, fighting for global fairness. In Ukraine, Solidar Suisse is active since 2022 and implements projects with local partner organizations, focusing on shelter, multi-purpose cash assistance, protection, and mental health needs. Solidar Suisse is committed to promoting localization and strengthening the capacity and resilience of local actors in Ukraine. We are committed to transparency, accountability, and efficient financial management to ensure that donor funds and resources are used effectively to achieve our mission.2. Purpose of the RoleThe MEAL Coordinator is responsible for the development and implementation of Monitoring, Evaluation, Accountability and Learning (MEAL) systems for Solidar Suisse’s humanitarian projects in Ukraine. This role also involves supporting the Country Team, local partner organizations and the HQ Desk Officer for Ukraine in MEAL-related activities, particularly in the humanitarian response through Protection, MHPSS, Shelter, and Community Engagement. Additionally, the MEAL Coordinator ensures the integration of MEAL components in donor reports, incl. submissions to UN OCHA clusters, platforms, such as ActivityInfo. MEAL Coordinator reports to Country Representative.3. Key responsibilitiesMEAL Framework and Strategy DevelopmentDevelop, manage, and update the MEAL framework for ongoing and planned projects.Design and implement appropriate data collection and analysis tools and methodologies (e.g., surveys, focus groups, key informant interviews, Post Distribution Monitoring) to track program performance.Program Implementation and MonitoringFollow project Logframes and ensure alignment with M&E documentation.Ensure coordination of data collection, compilation, and analysis across all projects.Participate in the project kick-off, review, and close-out meetings to ensure replication of good practices and synergies across projects.Participate in basic weekly/biweekly/monthly meetings with partners.Conduct bilaterial coordination meetings with MEAL staff of partner’s organisationsMonitoring visits to the location where the projects are implemented.Develop, manage, and update M&E plans, ITTs, Logframe Reporting and another MEAL-related documents.Capacity Building and SupportProvide timely advice and guidance to the project coordinator, field staff, and partners on MEAL-related issues.Organize and deliver capacity building through training sessions (e.g., Kobo, CHS) to enhance field monitoring and other MEAL-related skills among sector leads, field staff and partner organizations.Facilitate coordination with local organizations to align on MEAL processes, data collection, and sharing best practices.Accountability and Complaints and Response MechanismEnsure that teams are supporting efforts toward accountability, specifically to beneficiaries, in line with international standards (e.g., Core Humanitarian Standards).Ensure the implementation and oversight of the Complaints and Response Mechanism (CRM) for all projects.Engage in regular reviews of CRM processes to ensure they are accessible, transparent, and responsive to community needs.Participate in AAP or another cluster work groups.Reporting and Quality AssuranceEnsure the quality of MEAL reports for both internal use and donor submissions, providing clear, accurate quantitative and qualitative data.Monitor program performance against set indicators and work to ensure that reporting aligns with performance targets and objectives.Support program team to check the monthly and final reports.Submission of indicators to the UN OCHA clusters, platforms, such as ActivityInfo, SIDAR etc.Perform other duties as assigned by supervisor4.
