Objectifs et responsabilités principales

Gestion opérationnelle
Le COO sera responsable de l’intégrité totale des actifs et de la sécurité des processus. Cela implique la supervision du Plan Directeur des Actifs sur une période de dix ans, en alignant les exigences réglementaires et les besoins d’affaires. Les responsabilités clés comprennent :

  • As the ultimate owner of the assets – Accountabilities:
  • Ensure total Asset Integrity
  • Ensure total Process Safety
  • Custodian of license to Operate
  • Oversees the 10-year Asset Master Plan to meet regulatory requirements and business needs on a timely basis
  • Oversees the Production and Product quality as per Supply Chain plan and incremental gross margin optimization (unit operations, blending, utility generation/consumption & optimization)
  • Oversees the effective cost control and drive towards competitive unit cost (ex-benchmarking) and accountable for cost such as energy, maintenance, chemicals, Hydrocarbon Loss, etc.
  • As ultimate Service provider – Accountabilities:
  • Oversees and ensures the delivery of effective (quality) and efficient (cost) services to Asset Owners to meet OMT objectives.
  • Maintenance: Oversees the delivery of routine and turnaround maintenance following the technical standards set by TSD to deliver the required reliability at a competitive cost set by benchmarking (Solomon). Development of Asset Management Plans and Maintenance strategy based on RCM (Reliability Centered Maintenance ) with routine maintenance, programmed maintenance, and long-term extraordinary maintenance to keep availability, reliability, and functionality as per requirements. Process owner of Turn-Around, RCM (Reliability Centered Maintenance) and associated tools/systems and SAP ME. Together with PCI (Procurement Contracts and Inventory) to optimize material Inventory Value (spares and stock) and Reliability.
  • Technical Services: Oversees the delivery of all technical services to support the OQ8 business objectives. TSD is the ultimate technical authority for the standards for asset integrity, process safety, discipline engineering (mechanical, electrical, instrumentation, civil), project engineering, process engineering, and laboratory). Custodian of the Design and Engineering Practices (DEP ex Shell) and Process Licenses. Verification of the specifications for process materials, chemicals, catalyst, utilities for operations. Process owner of XOW (Operating Window), RBI (Risk Based Inspection), MOC (Management of Change), SIL/SIS, (Safety Integrity Level/Safety Instrumented System), PVP (Project Value Processes), AI/PSM (Asset Integrity & Process Safety Management) and associated tools/systems and SAP PS (SAP Projects).
  • HSSEs: Oversees the delivery of Emergency services (fire-fighting, ambulance, clinic) and delivery of all services to support the OQ8 HSE objectives. HSE is the ultimate technical authority for the standards for Health, Safety, Environment, Emergency Response, HAZMAT (Hazardous Materials). Process owner of PtW (Permit to Work), Incident Reporting, and associated tools/systems.
  • Procurement, Contracts, and Inventory: Oversees and direct the provision of highly efficient and timely procurement support services and systems to facilitate procuring of goods and services at optimum costs and ensure logistics/warehousing of the same is in place to meet OQ8 operational requirements
  • Strategic:
  • Controls Operations of the company
  • Approves budgets for the operation areas of the company
  • Targets and initiates operational partnerships with other companies
  • Drives with the CEO, the HSSEs culture of the Company.
  • Oversees employment and ensures there are enough staff (and the right people)
  • Generates new business and approves new projects
  • Responsible for day-to-day operations
  • Identifies risks and ensures appropriate strategies are in place
  • Ensures the correct practices are being met
  • Attends board meetings and other presentations
  • Approves and executes OQ8 long-term operation plan.
  • Approves Operation’s business plans to ensure the achievement of function and organization financial and strategic objectives.
  • Reports to CEO and BoD progress against the OQ8 business plans, opportunities, challenges and issues faced, mitigations have taken and course correction actions, etc. as required, to make an informed decision.
  • Establish in close partnership with the CEO, metrics to manage key elements of the company’s operational performance required to meet both customer and financial expectations.
  • Planning and organizing internal company operations and supporting the CEO in maintaining a healthy corporate culture. The COO will ensure that the company’s policies and procedures are implemented and followed by all personnel, changing or adding to such policies procedures as required.
  • Develop, establish, and direct execution of operating policies and procedures to support overall company policies and objectives.
  • Establish and monitor performance reporting systems (i.e., track performance against goals, ensure distributors and site managers provide quality regular reports, provide regular updates to the CEO)
  • Regularly evaluate operating procedures and create centralized best practices within different sites to ensure uniform performance throughout the company.
  • Take charge in high-priority crises.
  • Overseas with The Project Directors, the feasibility study for the OQ8 Projects, from FEED stage for the construction of a 230,000 bpd crude oil refinery including Crude Distillation, Vacuum Distillation, SGP / USGP, Kero Hydrotreater, Diesel Hydrotreater, Hydrocracker, Delayed Coker, Sulphur Recovery Unit, Feedstock crude oil pipeline, Off-sites, and utilities and Dedicated export terminal and Petrochemical Plant.
  • Oversees the planning, Progress monitoring, cost control, and coordination with Client(s) and stakeholders while preparing an integrated schedule with construction activities.
  • Establish and take ownership of a clear set of project objectives/deliverables required under the contractual obligations. Ensure objectives are fully communicated, understood, and acted upon by all project team members.
  • Recommend to BoD on optimization of design and assist in the evaluation of Project Changes having process impact.
  • Liaise with regulatory bodies’ officials, if assigned, regarding standards, limits, and methods of control. Suggests ways of reducing the pollutants levels in liquid effluents and the atmosphere.
  • Ensure performing necessary review and optimization studies (such as HAZOP, SIL, EIA, QRA, etc.) Through the project execution with relevant representatives from Project, Licensor(s), Operations, Maintenance, Risk and Safety. Ensure implementation of these study recommendations.
  • Recommend for BoD the costs, schedules, and quality issues associated with the project.Responsible for the day-to-day coordination, execution, of progress reporting for OQ projects and operations.
  • Oversee continuous improvements & LEAN execution plans in the area. Continuously identify and recommend improvements while ensuring compliance with the group guidelines, international/local standards, and relevant legislation.

Education requirementsBSc in engineering from an accredited university or equivalent. Engineering Degree qualified in Chemical Engineering is desirable.Background and experienceCompetencies and skills

  • A minimum range of 20 years releavant engineering experience developing refining or petrochemical or oil & gas facilities. Out of which, at least :
  • 15 years in Large Oil & Gas project – Specific to refinery project.
  • 10 year managerial / business experience
  • 5-year experience in strategy and business development in the petrochemical industry
  • Proven record of accomplishment of having successfully delivered mega-(Greenfield) refinery projects in a range of different fiscal, political and contractual environments.
  • Demonstrated experience in all aspects of project management, including safety, team leadership cost, quality, and time control.
  • Extensive international experience, preferably having lived and worked in more than one continent, the candidate will have led project teams in challenging locations.
  • Process background and Oil / Gas, Petro-chemical and or refinery EPC experience.
  • Strong FEED/Design/Home office experience highly desirable to assist with the early stages of the project.
  • PMC experience is desirable.
  • Experience realizing a vast, multi-billion dollar greenfield refinery investment;
  • Experience in build up from scratch a full, new company with its organization and people;
  • Demonstrate leadership in Joint Venture between world-class shareholder partners
  • Experience working in the Middle East, particularly on Refinery Projects would also go down well.
  • Sound technical and commercial judgment.
  • Economic and commercial analysis and evaluation skills commensurate with a multi-billion USD investment.
  • Ability to manage and interface with both external and internal constituencies including financial, joint venture partners, and government authorities.
  • A strong and clearly articulate command of English, at a presentational level that is fully understood by a culturally and nationally diverse group of people.
