Contexte du Projet
La division Mining and Metals de Bechtel offre des services d’ingénierie, d’approvisionnement et de construction dans le secteur minier. L’entreprise aborde de nombreux marchés, notamment celui du fer, de l’aluminium et des terres rares. En tant que professionnel de la formation et de l’administration des contrats, le candidat contribuera directement à la gestion des sous-contrats au sein des pays du GCC, y compris Oman, l’Arabie Saoudite et les Émirats Arabes Unis.
Responsabilités Principales
Le titulaire du poste se concentrera sur la formation et l’administration des sous-contrats. Parmi les principales tâches, on note :
- Gestion des Sous-Contrats : Mise en œuvre des procédures de gestion des sous-contrats, suivi des progrès, communication sur les difficultés éventuelles.
- Formation des Sous-Contrats : Préparation des packages d’appels d’offres, évaluation des offres et négociation des conditions contractuelles.
L’accent sera mis sur la conformité des sous-contrats avec les exigences du projet et sur la gestion proactive des changements contractuels.
Exigences en Matière d’Éducation et d’Expérience
Le candidat idéal sera titulaire d’un diplôme de niveau licence (ou équivalent international) et possédera entre 5 à 8 ans d’expérience pertinente, ou 9 à 12 ans d’expérience en gestion de contrats. Une connaissance approfondie des processus de préqualification, d’appels d’offres et de gestion de contrats est requise.
Compétences Requises
– Expérience en gestion des sous-contrats, y compris les activités de gestion des changements.
– Excellentes compétences en communication et collaboration avec d’autres équipes fonctionnelles.
– Habileté à négocier efficacement les termes et conditions.

Bechtel Mining and Metals offers engineering, procurement, and construction services for customers in the mining sector across multiple commodities including Iron Ore, Bauxite, Alumina, Aluminium, Copper, Gold, Coal, Lithium and Rare Earths markets.Headquartered in Santiago, Chile, the M&M global business unit also has offices in Brisbane, Perth and Adelaide in Australia along with execution units in the United States, Peru, Kingdom of Saudi Arabia, India and other project locations around the world.To support ongoing and future project delivery, Bechtel is currently seeking a Contract Formation/ Administration Professional to join the team at our sites in GCC countries (Arab states: Oman, Saudi Arabia, and the United Arab Emirates).Job Summary:In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
#LI-AR2Major Responsibilities:Subcontract Management-Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
-Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
-Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
-Manages less complex contract changes by negotiating with customer personnel and obtaining settlement
-Communicates information programs to ensure mutual understanding of subcontract terms and conditions
-Prepares periodic status reports for management
Subcontract Formation-Conforms and ensures subcontract execution
-Directs negotiation in the commitment of subcontracts
-Prepares bidders’ lists and pre-qualifies bidders
-Forms bid request packages and issues bid request packages to approved bidders
-Coordinates bidders’ questions and answers to those questions
-Receives bids and evaluates bids commercially
-Prepares Commercial Bid Summary and recommendations
-Recommends and secures approvals in accordance with established procedures
-Prepares subcontract documents for execution
-Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
-After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedulesEducation and Experience Requirements:Requires bachelor’s degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experienceRequired Knowledge and Skills:
-Experience in formation activities including prequalification, tender and award of small to medium sized contracts, construction contracts and services contracts.
-Experience in subcontract management including change management activities
-Demonstrated skills in working and communicating effectively with other project functional groups.
