Le rôle de Manager en gestion des urgences et des crises est essentiel pour garantir la sécurité et la continuité des opérations d’OQ dans le secteur de l’exploration et de la production. Ce poste requiert une expertise en leadership opérationnel et stratégique dans la gestion des crises, intégrant les équipes de réponse incendie et d’urgence pour préparer, répondre et récupérer des événements critiques, y compris les incidents de niveau 3.

Le candidat idéal devra démontrer un engagement envers les valeurs d’OQ, en assurant la protection des personnes, de l’environnement, et des actifs de l’entreprise.

Responsabilités principales

Leadership en matière de réponse aux urgences :

  • Supporter l’équipe de direction exécutive pendant les événements de niveaux 2 et 3.
  • Coordonner les opérations de réponse incendie et d’urgence pour garantir des actions efficaces et rapides.
  • Évaluer et tester les plans de réponse d’urgence et d’incidents préalables.
  • Conduire les formations et les évaluations de performance des équipes de réponse incendie et d’urgence.
  • Surveiller les performances financières du département, en veillant à l’alignement sur le budget.
  • Développer les plans d’affaires HSSE en matière d’urgence et de crise.
  • Gérer une équipe de professionnels en réponse aux urgences pour assurer leur développement continu.

Gestion des crises et des urgences :

  • Développer et améliorer les politiques et procédures de gestion des urgences et crises.
  • Prendre des décisions stratégiques durant les investigations d’incidents.

Préparation et formation :

  • Concevoir des programmes de préparation aux urgences, incluant des simulations de crise.
  • Former tous les départements sur les protocoles d’urgence.

Conformité et reporting :

  • Assurer la conformité avec les normes sécuritaires nationales et internationales.
  • Fournir des rapports d’état et des recommandations aux dirigeants sur la préparation.

Actifs et infrastructures :

  • Gérer les systèmes de sécurité incendie et les protocoles d’inspection.

Exigences du poste

Éducation :
Bachelor dans un domaine lié à la gestion des urgences, l’ingénierie des incendies ou la gestion des risques.

Langues :
Excellente maîtrise de l’anglais (nécessaire) ; l’arabe est un atout.

Expérience :
Minimum 8 années dans la gestion des urgences / crises dans le secteur pétrolier, dont 2 ans en position de leadership.

Compétences et aptitudes :
Élément crucial pour ce poste, des aptitudes en leadership, en communication, et en prise de décision sont nécessaires. Une compréhension approfondie des opérations pétrolières et des réglementations est également nécessaire.

This role integrates operational leadership of the Fire and Emergency Response Teams together with strategic crisis and emergency management planning to ensure the safety of personnel, the environment, protection of assets, reputation and business continuity.The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.Main tasks and responsibilitiesEmergency Response Leadership:

  • Responsible for emergency management support to the executive management team during level 2 and 3 events.
  • Direct and coordinate fire response and emergency operations, ensuring timely and effective action.
  • Ensuring the provision, review, audit and testing of all OQEP Emergency Response and Pre-incident plans
  • Lead the operational performance and development of the Fire and Emergency Response Teams by conducting regular training, drills, and performance evaluations.
  • Monitor the department’s financial performance (OPEX and CAPEX) against the approved budget to ensure alignment with set budget guidelines, identify areas of unsatisfactory performance, and recommend performance improvement opportunities.
  • Develop and execute the Company HSSE – Emergency and Crisis business plans in alignment with the function and organisation strategies.
  • Ensure that the outcomes from emergency exercises and drills are fully addressed to provide executive management with a high level of confidence in preparedness to respond to emergencies.
  • Represent OQEP in industry joint efforts related to Emergency and Crisis initiatives with common interest groups including but not limited to OPAL, Government authorities, other Operating companies, OQEP JVs and others.
  • Manage a team of emergency response professionals and ensure their continued development
  • Management and oversight of all fire and emergency response service contracts and manpower to ensure readiness and efficiency

Crisis and Emergency Management:

  • Develop, implement, and continuously improve emergency and crisis management plans, policies, and procedures.

Conduct risk assessments and vulnerability analyses to support the OQEP business continuity team with their planning and mitigation strategies to ensure emergency response supports operational resilience * Support the development of crisis management frameworks, including activation protocols, implementation, and business continuity strategies.

  • Provide strategic direction for crisis and emergency management aligned with the corporate risk strategy
  • Provide leadership during incident investigations and post-incident reviews.
  • Support the learning and knowledge sharing of emergency and crisis response outcomes and drills with other organizations including but not limited to (CDAA, EA, Oil and Gas Operators, Ministry of Energy and Minerals etc.)

Preparedness and Training:

  • Design and deliver emergency preparedness programs, including major exercise planning up to national level, asset specific fire drills, crisis simulations and OQEP digitalized emergency management systems.
  • Responsible for ensuring the provision of incident response teams (IRT), emergency response teams (ERT), and crisis management team (CMT) including communications training.
  • Ensure all departments are trained in emergency protocols and understand their roles during emergencies and crisis.
  • Provide the liaison between CDAA, mutual aid partners, and other government agencies (MEM, EA, NCEM), on emergency planning and response compliance.
  • Coordinate with internal departments (HSE, operations, logistics) and external stakeholders (regulators, emergency services, contractors).

Compliance and Reporting:

  • Ensure compliance with relevant national and international safety, fire, and emergency regulations and standards (e.g., OSHA, NFPA).
  • Maintain detailed records of incidents, responses, and after-action reviews.
  • Provide reports and recommendations to executive leadership on readiness status and improvement opportunities, including the preparation and submission of reports, audits, and certifications as required by regulators or corporate/company standards.
  • Lead and facilitate fire, emergency and crisis related incident reporting and investigations.
  • Provide support and liaison to all asset’s teams for regulatory licencing and operating certifications with local authorities

Assets and Infrastructure:

  • Oversee fire safety systems and infrastructure testing and inspection protocols, including digitalized emergency equipment management system, primary firefighting media stocks and distribution.
  • Procurement of industrial fire, emergency and crisis related resources.
  • Responsible for the effective planning for and procurement/replacement of all emergency response resources.
  • Lead fire safety and emergency services contracts and provide technical specification knowledge for the procurement of both fixed and mobile firefighting and rescue equipment.
  • Provide subject matter expert advice on firefighting and emergency response to plant operation, engineering, technical and projects
  • Conduct asset emergency response capability audits with action plans and follow up to conclusions and implementation of recommendations
  • Management of OQEP fire stations and infrastructure and associated resources and ensure continual improvement.

  • Minimum 8+ years of experience in emergency response and / or crisis management within the oil and gas industry, preferably upstream.
  • At least 2+ years in leadership role.
  • Experience of people management and leadership
  • Good working knowledge and understanding of Fire Service Operations, equipment and people.
  • Well conversant with Oman National Emergency Response protocols (NCEM)
  • In-depth knowledge of upstream oil and gas operations, including offshore and remote environments.
  • Strong understanding of regulatory frameworks, industry best practices, and environmental protocols.
  • Good working knowledge of health and safety concepts such as hazard and risk assessments, personal protective equipment requirements, Root cause analysis, behaviour-based safety, response equipment safety, confined space entry etc.
  • Knowledge of Business Continuity Management based on ISO 22301
  • Knowledge of fire safety equipment and latest technologies.
  • Knowledge of HSE Management Systems and audits
  • Knowledge of relevant International Fire Codes and Standards
  • Expert in ICS system based on the FEMA NIMS
  • Understanding of ISO 45001, ISO 9001, 45001
