Résumé du poste

Le rôle principal du Sub Engineer est de superviser techniquement les activités d’infrastructure en collaboration étroite avec les travailleurs qualifiés, les comités de projet, ainsi que les bénéficiaires. Ce poste est essentiel pour garantir la conformité aux standards et aux exigences du projet, du début à la fin.

Responsabilités et devoirs

Duties and Responsibilities :

  1. Mobilisation et sélection des bénéficiaires
    Garantir l’identification et la vérification des bénéficiaires pour la sélection des sites d’infrastructure selon le Plan de Mise en œuvre détaillé.
    Performance standards :

    • Réaliser des visites sur le terrain avec l’équipe de mobilisation.
    • Documenter le processus d’identification et de vérification.
  2. Supervision des activités de construction
    Assurer que toutes les activités de construction respectent les designs approuvés.
    Performance standards :

    • Effectuer des visites régulières sur le terrain.
    • Fournir des plans et des orientations pour les travaux de construction.
  3. Soutien technique aux travailleurs et aux communautés
    Orienter les équipes sur les activités de construction et assurer la conformité aux normes du projet.
    Performance standards :

    • Établir des schémas simples pour les travailleurs.
    • Assurer la qualité des matériaux utilisés.
  4. Gestion de la qualité des matériaux
    Contrôler que les fournitures respectent les normes de qualité requises.
    Performance standards :

    • Vérifier que les matériaux correspondent aux échantillons approuvés.
    • Documenter les quantités de fournitures reçues.
  5. Documentation des travailleurs
    Maintenir une documentation précise concernant la main-d’œuvre impliquée.
    Performance standards :

    • Superviser les feuilles de présence et de paiement.
  6. Rapport et-planification
    Préparer des rapports réguliers sur les progrès des objectifs du projet.
    Performance standards :

    • Soumettre des plans de travail et des rapports de progrès au gestionnaire.

Qualifications et compétences requises

  • Diplôme de technicien associé (DAE) en technologie civile (minimum 3 ans).
  • Expérience de 2 à 3 ans, idéalement dans des ONG/INGOs.
  • Connaissance des normes DRR et des méthodes de contrôle qualité des matériaux.
  • Compétences en résolution de problèmes et en adaptabilité.
  • Capacité à travailler sous pression et à respecter des délais stricts.
  • Compétences en communication et en informatique (MS Office).
  • Sensibilisation aux questions de genre et respect des normes locales.

It focuses on empowering marginalized communities—especially women, youth, and minorities—through initiatives in education, health, climate change, youth development, and social justice. SCF holds special consultative status with the UN ECOSOC and is PCP certified. With regional offices across Sindh, SCF has earned national and international recognition for advancing community resilience and rights-based development.Job Summary:Main purpose of the job is to regularly supervise technically the on-going activities of infrastructure in close coordination with skilled labours, VO/project committees and beneficiaries.Job Description:Duties and Responsibilities1. Provide support to mobilization team in identification, verification and final selection of beneficiaries for site selection of hard component of the project as per Detailed Implementation Plan of the project and project strategy:Performance Standard:

  • Regularly conduct field visits along with mobilization unit during beneficiary’s selection process as per work plan of the project.
  • Prepare documentation of the beneficiary’s identification, verification and finalization (as required).
  • Support community in technically feasible site selection for infrastructure activities of the project during the beneficiary selection process or as per DIP of the project.

2. To technically supervise the construction activities of the project that they are adhered with project approved design, standards and as per approved implementation strategy of the project during the project tenure:Performance standard:

  • Conduct daily/regular field visits of the project area during the course of the project.
  • Provide layouts for construction activities like shelter, bath room, hand pumps, culverts etc. as per approved design and drawings of the project and also support/guide labours for execution of task as per requirements.
  • Maintain the dimensions of project outputs like shelter, bath room, wash pads, water tanks etc. as per approved design and drawings.
  • Maintain quality of construction works and different ratios as per approved design like Cement Sand Mortar (CSM), PCC and RCC etc. as per BOQs of the specific activity of the project.
  • Closely coordinate with beneficiaries, community activists and village committee for smooth implementation of the project activities.

3. To provide technical support to skilled labours, community activists and/or beneficiary households of the project during the project tenure:Performance standard:

  • Orient skilled/unskilled labour/community activists on project’s construction activities as per approved design and provide simplest and easily understandable drawings or sketches to labours such that they are able to execute the activities even in the absence of organization staff.
  • Guide skilled labours/beneficiaries and maintain the adherence of cross cutting parameters like structural DRR, Environmental and protection as per project’s approved design.
  • Guide VO/project committees/community activists/beneficiaries regarding the quality check of supplies so as to avoid inconvenience regarding quality for supplies received in the absence of organization staff.

4. To maintain the quality and quantity of project’s materials supply during the course of the project:Performance standard:

  • Check that supplies are of the same quality as per approved sample and provide GRN against received goods.
  • Reject any sub graded materials with proper record keeping and timely report such issue to the line manager.
  • Maintain and sign GRNs with percentage of quality check and give remarks for supply on regular bases.
  • Check and maintain quantity of supplies are matching the quantity shown in way bill.
  • Maintain or Support warehouse/logistic assistant in maintaining GDN against the materials issuance to beneficiaries.
  • Timely report to the line manager in case the supplies are lag behind than material supply schedule given to supplier or as per agreement with supplier.
  • Timely select hub in most suitable location for goods distribution in beneficiaries (if required) by closely and efficiently coordinating with community activists/VO.

5. To maintain labour documentation as per requirements of the project during the course of the project:Performance Standards:

  • Maintain labour attendance sheet on approved format.
  • Maintain labour payment sheet on approved format.
  • Maintain supportive documents of labour payment including CNICs.

6. Take necessary steps for timely completion of assigned project target during the course of the project:Performance standard:

  • Submit bifurcated work plans to the line manager for the assigned targets of project activities.
  • Submit progress reports to the manager on daily/weekly/monthly bases (which ever applicable).
  • Report variances in progress on need bases along with reasons to the line manager.
  • Closely coordinate with community activists, VOs and beneficiary households for smooth implementation of the project.

Required Qualifications, Experience & Skills:

  • Three years Diploma of Associate Engineer (DAE) in discipline of Civil Technology.
  • Minimum 2 to 3 years’ relevant experience preferably in NGOs/INGOs.
  • Must have key knowledge of DRR, Sphere Standards and field method of materials quality check.
  • Possess problem solving skills and adaptability.
  • Ability to work under pressure often to strict deadlines.
  • Ability to work individual and in team harmoniously with problem solving attitude.
  • Fluent in local language and also at least basic understanding of English.
  • Possess good communication skills.
  • Must have computer literacy specially MS offices.
  • Must be gender sensitized and keep respect for the local norms.
