Description de la position
Le Police Advisor III sera intégré dans l’équipe ATSG pour soutenir l’initiative **Central America Regional Security Initiative (CARSI)** du Bureau des affaires internationales des narco-trafics et de l’application de la loi (INL) des États-Unis. Le programme WHP (Western Hemisphere Program) a pour but de fournir les moyens aux gouvernements de la région de lutter contre la criminalité, le narcotrafic et de renforcer les capacités policières.
Principales responsabilités
- Apporter des conseils techniques aux responsables du Ministère de l’Intérieur guatémaltèque concernant le personnel, la formation et le déploiement de la nouvelle police frontalière.
- Développer des programmes de formation et des plans opérationnels en coordination avec les dirigeants de la police.
- Superviser la mise en œuvre des effectifs de police frontalière et rendre compte des activités d’interdiction.
- Établir des accords d’échange d’informations pour améliorer les capacités de ciblage des passagers et des marchandises.
- Coopérer au développement de projets d’infrastructure pour renforcer les capacités de patrouille frontalière.
- Proposer des politiques de recrutement et de fidélisation pour motiver le personnel de la police frontalière.
- Mettre à jour et élargir le cours de base en lutte contre le narcotrafic pour y inclure des compétences en sécurité frontalière.
- Faciliter la création d’une nouvelle unité élite de police frontalière.
Qualifications requises
- Citoyenneté américaine, TCN, ou LN.
- Certification MRPT ou clearance RSO pour les étrangers.
- Diplôme universitaire en relations internationales, en droit, en politiques publiques ou dans un domaine connexe.
- Niveau de compétence linguistique FSI 3/3 en espagnol et en anglais.
- Dix années d’expérience en soutien aux forces de l’ordre ou à un projet militaire.
Qualifications préférées
- Expérience d’au moins six mois en conseil auprès de responsables gouvernementaux guatémaltèques sur la structure et l’opération de la police anti-narcotique.
- Connaissances du système juridique guatémaltèque et des régulations policières.
- Compétences interpersonnelles supérieures dans un environnement multi-agences.

The Police Advisor III (Border Security) will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs’ (INL) Central America Regional Security Initiative’s (CARSI) Western Hemisphere Program (WHP) – Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.Duties and Responsibilities
- Provide technical advice to Guatemalan Interior Ministry leadership on staffing, training, deployment, and management of Guatemala’s new border police.
- Develop training programs, staffing plans, work plans, and operational protocols in coordination with Interior Ministry and police leadership.
- Oversee the strategic deployment of Guatemala’s new border police and report on interdiction activities.
- Coordinate border police deployments with other INL-programming and U.S. Embassy-vetted units.
- Develop information sharing agreements and protocols to ensure access to U.S. and GoG-supported passenger and cargo targeting technology.
- Coordinate infrastructure projects to improve border patrol capabilities.
- Recommend training and equipment purchases with other Guatemalan government agencies.
- Provide a monthly summary to the INL Program Officer and Program Advisor.
- Comply with INL Standards of Conduct for Third Party Contractors.
- Update and expand the National Police counternarcotics basic course (COAN) to include border security competencies.
- Develop an intermediate level border security course for COAN graduates.
- Oversee the selection, training, and onboarding of Guatemala’s new border police.
- Propose recruitment and retention policies for the border police to ensure a motivated and dedicated unit.
- Analyze and propose the implementation of technology in border police supervision.
- Support implementation of the new National Civil Police (PNC) Law relating to the establishment of border police.
- Assist in the creation of a new elite border police unit.
- Liaise between the Vice Ministry and U.S. agencies focused on border security.
- This position is in Guatemala City, Guatemala. The incumbent will be embedded in the Interior Ministry and work out of the offices of the Vice Minister of Antinarcotics and Border Security.
- The incumbent will need to report to the U.S. Embassy in Guatemala City for meetings as required. In-country and international TDYs will be required as part of this position.
Minimum Qualifications
- U.S. Citizen, TCN, or LN
- MRPT certification or RSO Clearance for foreign nationals
- Bachelor’s degree in international relations, law enforcement, public policy, or related field
- FSI level 3/3 Spanish, FSI level 3/3 English
- Ten (10) years experience working with or in support of U.S. or other country law enforcement or military
Preferred Qualifications
- At least six (6) months experience advising Guatemalan government leaders on the structure and operation of Guatemala’s antinarcotics police (SGAIA) and border police.
- Knowledge of the Guatemalan legal system and regulations applicable to police policy and procedure.
- Superior interpersonal and liaison skills in a multi-agency environment.
- Experience preparing and delivering presentations to high-level Guatemalan government officials and policymakers.
