Contexte et Mission
Contexte : Le GGGI a su s’implanter en Équateur grâce à des partenariats stratégiques avec le Ministère de l’Environnement, de l’Eau et de la Transition Écologique (MAATE) et le Ministère de l’Économie et des Finances (MEF). L’institut a développé un programme national diversifié, centré sur des solutions programmatiques telles que l’action climatique et les investissements verts.
Mission : Le Program Manager (PM), basé à Quito, sera responsable de la gestion de l’équipe et du développement du programme pays de GGGI, assurant la mise en œuvre de projets à fort impact, tout en maintenant des relations solides avec les parties prenantes gouvernementales et les donateurs.
Responsabilités Principales
Engagement : Le PM aura pour tâches principales de :
- Construire et maintenir des relations avec les organismes gouvernementaux, les donateurs et d’autres parties prenantes.
- Identifier et cartographier les opportunités de financement tout en collaborant avec d’autres programmes de la région Andine.
- Représenter GGGI lors des réunions de donateurs et des dialogues gouvernementaux.
Livraison :
- Fournir une orientation stratégique aux équipes de projet et superviser la mise en œuvre.
- Développer des propositions pour des financements avec consultation des représentants de GGGI.
- Superviser le budget opérationnel et la planification pour les projets.
Exigences et Qualifications
Qualifications : Ce poste est ouvert uniquement aux ressortissants équatoriens ou aux candidats avec un visa valide. Les qualifications requises incluent :
- Un diplôme en ingénierie, économie, finance ou domaine lié.
- Expérience professionnelle de 10 ans en développement durable, gestion de projets et engagement auprès des donateurs.
- Compétences avérées en gestion d’équipe et coordination avec des agences gouvernementales.
- Maîtrise de l’anglais à l’oral et à l’écrit.

📝 Description du poste : CONTEXTSince 2019, GGGI has been working with the Government of Ecuador to advance green growth policies and green investments through strategic partnerships with the Ministry of Environment, Water, and Ecological Transition (MAATE) and the Ministry of Economy and Finance (MEF). GGGI Ecuador has grown significantly over the past few years and has transformed into a portfolio-based country program, with programs and projects of varied sizes covering different GGGI Programmatic Solutions, including Climate Action and Green Investments.GGGI seeks an Ecuadorian Program Manager to lead engagement with government counterparts, donors, and key stakeholders. This role also involves managing the program team, building and maintaining strong relationships with government entities and other key partners, and driving the identification and development of new project opportunities. The Program Manager will oversee the implementation of projects in Ecuador, ensuring high-quality delivery and impactful outcomes. The ideal candidate will have extensive experience in stakeholder engagement, proven people management skills, and strong experience in program implementation and resource mobilization in Ecuador.POSITION SUMMARYIn this role, the Program Manager will manage the Ecuador program and team, foster productive relationships with government counterparts and stakeholders, engage actively with donors, and collaborate closely with other Andean country programs, the LAC regional office, and GGGI headquarters to ensure programmatic and operational coherence across the organization. The Program Manager reports to the GGGI Andean Representative.PURPOSEThe Ecuador Program Manager, based in Quito, will lead the development and execution of GGGI’s Ecuador Country Program. This role involves overseeing the project portfolio, identifying and pursuing resource mobilization opportunities, and strengthening partnerships with the Government of Ecuador, donors, and other stakeholders. The Program Manager will provide strategic leadership to drive impactful program delivery in alignment with GGGI’s mission and vision.ENGAGEMENTBuild and maintain engagement with government counterparts, donors, and other stakeholders in Ecuador, establishing strong relationships and securing GGGI’s relevance in the country.Develop and foster strong relationships with donors, development partners, key government institutions, relevant academic institutions, non-governmental organizations, international financing institutions and/or private sector as key stakeholders of GGGI’s Ecuador programMap, identify, and engage with donors to secure resources for GGGI’s work in EcuadorCollaborate with LAC Country Programs, especially Andean countries, to identify synergies, leverage complementarities, build and deliver regional projects and programs.Represent GGGI in donor meetings, project meetings, and government dialoguesProvide guidance, support, and development opportunities to the Ecuador Staff, fostering professional growth and enhancing team performance by building strong and collaborative relationships.DELIVERYUnder the leadership of the Andean Representative, the Country Program Manager will be responsible for the delivery of the following tasks:Providing strategic guidance to project teams, oversee projects implementation and ensure quality of delivery across the Ecuador projects portfolioIdentify country-level resource mobilization opportunities and undertake responsibilities for new proposal development for funding from earmarked sources, in close consultation with the Andean Representative, the LAC Regional Office and GGGI HQLead strategy development efforts for the Ecuador Country ProgramProvide clear and timely reporting to the Andean Representative, Regional Director, GGGI Headquarters, and donors on project deliveryComply and consistently use all networks and systems established within GGGI (ERP, GO, CRM, etc.) for managing operations and reportingDevelop a strategic staffing plan and operational budget that align with the Andean subregion and long-term goals of the Ecuador Country ProgramEffectively manage staff, setting KPIs and fostering career development in collaboration with HR while promoting team cohesion, collaboration and well-beingOversee work and budget planning and implementation for all projects in Ecuador, ensuring timely budget execution, comprehensive project monitoring, and accurate reporting.Manage work and budget planning, ensuring timely execution and effective monitoring and reporting of project activitiesREQUIREMENTSQUALIFICATIONSThis is a national position open only to Ecuadorian nationals or with a valid visa to work and live in the country.Bachelor’s degree in engineering, Economics, Finance, Public Administration, Social Science, Environmental Science, Business, or other related fields.An advanced degree in sustainable development, sustainable finance, Public Administration, Economics, International Affairs or another relevant field is valued.10 years of professional experience in sustainable development, project management, donor engagement, and proposal development.7 years of progressive work responsibilities at the national or international level in the design, planning, implementation, monitoring, and evaluation of development projects in multilateral or bilateral cooperation organizations or consultancies.Proven experience in coordinating and liaising with government agencies and/or donors.Experience working in policy design and/or project preparation, preferably with subnational governments.Demonstrated experience working with international organizations, a large multinational business or consultancy, a large non-profit organization or government.Demonstrated experience in working as part of a team, and in multicultural settings, and ability to manage multiple parallel tasks.Demonstrated Experience in leading/managing multidisciplinary teams.Familiarity and understanding of green growth issues, trade-offs, benefits, evaluation tools and linkages with poverty reduction and development outcomes.Demonstrated experience in at least one of GGGI´s thematic areas, such as sustainable energy, Sustainable Landscapes, Sustainable Finance, Green Cities, Water or circular Economy.Have in-depth knowledge of the policy development framework, institutional landscape, public management and financing structures of Ecuador at the national level, political cycles and investment context.Verbal and written fluency in English.FUNCTIONALExceptional analytical skills, alongside strong synthesis skills.Leadership, teamwork and creative problem-solving abilities.Able to pick up and assimilate relevant information quickly and easily. For X10 national grade, the base salary starts from USD 85,906. Determination of base salary is subject to candidate’s experience, academic background and internal equity.
