More information:Location: SeoulThe Regional Category Buyer is responsible to strategically source and manage indirect goods and services for the MRO & Logistics categories across APAC to optimize value, minimize risk and support business objectives.He/She may be required to handle tactical, strategic, and project level goals simultaneously while maintaining security of supply in a fast-paced environment.Responsibilities / Accountabilities:

  • Develop and implement regional sourcing strategies for MRO and Logistics categories, including:

o Market analysis and supplier identification
o Negotiation and contract management
o Spend analysis
o Cost reduction activities
o Risk management and mitigation

  • Lead and manage the procurement process for assigned categories, ensuring compliance with company policies and procedures.
  • Represent and lead the Global Marine Tender (GMT) for Asia Pacific.
  • Build and maintain strong relationships with key stakeholders across the business, including internal customers and suppliers.
  • Identify and implement process improvements to enhance efficiency and effectiveness of procurement activities.
  • Analyze market trends and competitive landscapes to identify opportunities for cost reduction and value improvement.
  • Drive continuous improvement initiatives within the procurement function.
  • Support ad-hoc projects as required.

Other duties may include but are not limited to:

  • Coordinate with a team of Site Buyers across 4 sites in APAC.
  • Participate or lead a Cross-regional team of Site Buyers
  • Represent APAC in global forums for MRO & Logistics related categories.
  • Create an aligned Category strategy including elements of:

o Global market intelligence (including local, regional, global data)
o Supplier evaluation and management
o Supplier portfolio strategy
o Internal and external partnerships
o Cost structure evaluation and benchmarking
o Cost reduction initiatives
o Improvement initiatives regarding risk reduction, increased flexibility, etc.
o Integrate into quality and regional process initiatives

  • Evaluate and manage suppliers and supply portfolio (in the sense of a “key account manager”).
  • Create value add and bottom line impact for INEOS Styrolution such as cost savings/cost avoidance, risk reduction, higher delivery flexibility, increased competitiveness, more efficient processes and supplier innovation.
  • Reports to regional Procurement management status and achievements within the assigned categories.
  • Take up and solve freight related issues that cannot be solved by the business stakeholders / SCM team.
  • Work with Regional Development Center, Regulatory, Business, Logistics and site Production personnel to reduce single and sole sourced items.
  • Update and report Savings on a quarterly basis in Teams.
  • Lead and participate in cross functional strategic projects where required.
  • Generate Contract Review and Approval Forms (CRAFs) and SAP Outline Agreements (OLAs) as required to receive approvals for supply of goods and services.
  • Ongoing Maintenance of CRAFs and OLAs as required throughout the year.
  • Generate Purchase Orders (if needed) for securing goods and services.
  • Maintenance of the SAP Vendor Master.
  • Ensure all procurement policies and procedures including the Delegation of Authority are followed throughout the procurement process.
  • Maintain a good understanding of market trends and supplier developments in the Chemical and associated industries.
  • Contribute and continuously improve ISO and IATF procedures regionally across all plants.
  • Support Eco/Sustainable product brand projects and developments.
  • Conduct in-person supplier audits at their production facilities where required.
  • Provide training and on-boarding (as required) for new regional or global associates of the procurement function.
  • Maintain direct lines of communication with senior management and leadership (Directors and Vice Presidents).
  • Take on project work relating to IT or process improvements in procurement; i.e. Digitalization, SRM, S2S, Sustainability.

Required profile:Level of education & knowledge:
o Bachelor’s degree in Supply Chain Management, Business Administration, Commerce, or a related field.
o 5+ years of experience in procurement, with a strong focus on indirect procurement categories. Experience in managing Ocean Freight (conducting RFx, negotiating freight rates and managing KPIs of freight forwarders / carriers) will be a strong advantage.o Proven experience in developing and executing sourcing strategies, including negotiation, contract management, and supplier relationship management, ideally in a global or multi national company.Technical skills:
o Project management skills.
o Strong expertise in the entire Procurement Source to Pay (S2P) process.
o Data analysis and reporting.
o Spend analysis.
o Market research and business intelligence.
o Experience with ERP systems (SAP, Coupa) will be a plus.
o Ability to work independently and as part of a team.
o Fluent in English (written and oral). Ability to communicate in Korean and / or Mandarin will be advantageous.
