Responsabilités Clés
En tant que Senior Manager, vous serez responsable des tâches suivantes :
- Direction de l’équipe : Superviser les opérations quotidiennes des équipes de maintenance, assurer la formation et la communication des objectifs d’affaires.
- Gestion des infrastructures : Surveiller le fonctionnement des systèmes critiques tels que la lutte contre les incendies, la climatisation, et l’électricité.
- Gestion des sous-traitants : Veiller à la conformité des travaux des sous-traitants avec les exigences contractuelles et de qualité.
- Planification de projet : Contribuer à la planification et l’exécution des projets, en garantissant le respect des délais et des budgets.
- Gestion budgétaire : Surveiller les activités financières, les propositions de développement commercial et l’analyse de la performance.
- Relations client : Maintenir des relations solides avec des parties prenantes, y compris les clients et les départements internes.
Qualifications Requises
Éducation et Certifications :
- Diplôme en ingénierie ou en gestion des installations.
- Certifications additionnelles comme PMP ou FMP sont un atout.
- Permis de conduire valide et capacité à obtenir une vérification de sécurité de niveau II.
Connaissances et Expériences :
- 5 à 8 ans d’expérience dans les services techniques ou la gestion de projet.
- Antécédents en construction, maintenance des installations ou gestion de projet.
- Expérience dans le secteur militaire ou de la défense serait un atout.
- Compréhension des opérations logistiques et des pratiques de gestion de projet.

We work on behalf of DND’s “no fail” mission at Goose Bay: supporting NORAD operations for the projection of air power on the north and northeast coasts of Canada, while supporting military training for the Canadian Armed Forces, Allies and NORAD. 5 Wing Goose Bay provides effective training facilities, adaptable infrastructures, and a unique, austere, and challenging training location. Currently, Serco Canada has over 1,200 employees across four provinces, including a strong and growing Indigenous workforce.You will be part of a team that works closely with the military customer and other Serco teams to deliver quality and efficient services to DND. Industry Excellence Recognition Award for Gender and Diversity Excellence.Responsible to lead the Serco Real Property (RP) team of planners, power engineers, projects and trades and work with our Real Property partners, with the aim of providing a first-class service to our 5 Wing and Real Property Operations (North) customers, as well as the growth of our business with third-party clients.SUMMARY/PURPOSE:Serco is the main contractor responsible for delivering non-core military support services at 5 Wing Goose Bay. This role plays a critical part in ensuring the effective delivery of infrastructure and maintenance services by:
- Leading the delivery of technical and maintenance services by managing internal trades teams and overseeing the performance of an engineering subcontractor.
- Managing the engineering subcontractor, ensuring their work aligns with contractual obligations, operational goals, and client expectations.
- Acting as the primary liaison between Serco, DND-Real Property Operations, subcontractors, and other stakeholders to drive service excellence, compliance, and continuous improvement across all infrastructure systems and project activities.
- Ensuring compliance with all Serco Canada Inc. policies and procedures, including but not limited to the Code of Conduct and Ethics, Serco Management System, and Performance Development Reviews (PDRs).
KEY RESPONSIBILITIES:
- Lead daily operations of Serco’s maintenance trades team in alignment with the Statement of Work (SOW) and long-term facility plans. Communicate key business objectives to front-line staff and ensure the team is properly trained for assigned duties.
- Oversee the operation and maintenance of critical infrastructure systems, including Fire Suppression systems, HVAC, electrical, plumbing, millwright, water/sewer, carpentry, painting, welding, arrestor gear and Central Heat Power Plant operations.
- Manage and direct the activities of the engineering subcontractor to ensure all assigned tasks are executed in full compliance with the Statement of Work (SOW), contractual requirements, and quality standards.
- Monitor subcontractor performance to ensure compliance with contract terms, safety standards, and service quality.
- Support engineering subcontractors in client communications and provide updates on work orders and project tasks.
- Support project planning and execution, ensuring adherence to timelines, budgets, and resource allocations.
- Ensure Task Authorization (TA) projects remain on track with respect to budget, timelines, labor, and materials.
- Manage staffing activities including recruitment, scheduling, training, and performance evaluations.
- Coordinate with internal departments (e.g., Supply, Transport, Environment, Firehall) to ensure operational readiness and resource availability.
- Oversee budget management, financial transactions, and support business growth initiatives. Ensure timely and accurate closure of work orders to enable efficient billing and payment processes. Track and report on key performance indicators such as service quality, productivity, customer satisfaction, and financial performance. Ensure all Serco work orders associated with a project are accurate and closed in a timely manner to allow for efficient billing and payment.
- Maintain strong relationships with clients and stakeholders, including DND/RPOps, and provide regular service updates.
- Promote a culture of accountability, safety, and continuous improvement across all team activities.
- Perform other related duties as required to support operational success.

- Diploma or degree in Engineering, Facilities Management, Building Systems, or a related technical discipline.
- Business Administration Degree
- Additional certifications such as PMP (Project Management Professional), CET (Certified Engineering Technologist), or Facility Management Professional (FMP) are considered assets.
- Valid Class 5 NL Driver’s License is required.
- Ability to obtain and maintain Secret Level II security clearance is required.
- Ability to pass a Pre-employment Alcohol & Drug Test.
- Must be able to obtain drivers abstract.
KNOWLEDGE and EXPERENCE
- Minimum 5–8 years of progressive experience in technical services, facilities operations, or engineering project management.
- Engineering, construction, or facilities maintenance background.
- Previous management experience.
- Previous experience of working in the military/defence sector would be an asset.
- Experience of working with contracts, and commercial and labour agreements.
- Solid understanding of logistics operations principles, budget analysis and project management practices.
- Solid understanding of budget analysis and project management practices.
- Thorough understanding of the operational aspects of a facilities maintenance and management program – technical, business, and financial.
- Working knowledge of contracts, and commercial and labour agreements.
- Strong project management skills with the ability to work on and track multiple projects simultaneously.
- Excellent IT skills, including the Microsoft Office system.
- Previous experience of working in the military/defence sector.
- Demonstrated experience managing both internal trades teams and subcontracted engineering service providers.
- Proven track record in overseeing complex infrastructure systems and maintenance operations.

- Strong knowledge of building systems including Fire Suppression systems, HVAC, electrical, plumbing, millwright, water/sewer, carpentry, welding, and CHP plant operations.

- Proficient in using Computerized Maintenance Management Systems (CMMS) and enterprise reporting tools.
