Description du poste : Length of Time: 30 November 2025ORGANIZATIONAL OVERVIEWFHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. FHI 360’s Crisis Response team is responding to the humanitarian emergency with the Ukraine Humanitarian Assistance Response Program (UHARP II) and the UNICEF-funded Strengthening Infant and Young Child Feeding (IYCF) capacity in the health system in conflict-affected oblasts of east and south Ukraine Project, providing integrated health and protection programming focused on decreasing morbidity and mortality among conflict-affected communities.POSITION OVERVIEWUnder the supervision of the Nutrition Coordinator, the Senior Nutrition Officer is responsible for leading technical programming of FHI 360’s nutrition activities. The Senior Nutrition Officer will ensure that IYCF-E program activities are evidence-based and adhere to technical standards in the nutrition field. The IYCF-E activities include lactation counseling and infant formula counseling for prenatal and postpartum women in health facilities (including linkages to MHPSS, Health and Protection services), training of healthcare workers on IYCF-E, the printing and distribution of targeted informational materials on IYCF-E for health facilities, and establishment of mother-baby spaces (IYCF-E-E corners), Mentoring and coaching of IYCF focal persons within health facilities, online and onsite individual counseling, virtual support group using the telegram platform, amongst others.The Senior Nutrition Officer will focus more on quality assurance of the project and drive changes to support technical programs and the quality of the program being implemented through close-out and evaluation. The Senior Nutrition officer will line manage Nutrition Officers and will provide regular supervision of nutrition activities in field sites. The Senior Nutrition Officer works closely with the mission’s MEAL Officer for Nutrition, Nutrition Associate, Logistics Officer, Procurement Officer, and MHPSS Officers and Protection Officers.KEY RESPONSIBILITIES AND DELIVERABLES
- Drive the development, implementation, and continuous improvement of quality assurance frameworks for the entire nutrition program (UHARP and UNICEF), including setting or updating standards, conducting regular monitoring and supportive supervision, and implementing corrective actions.
- Ensure that the workplan implementation aligns with quality benchmarks, monitoring progress, and updating activities to uphold and enhance program standards.
- Lead the refinement of data collection tools and evaluation processes to uphold the highest data quality, accuracy, and reliability.
- Oversee the delivery of nutrition activities with a focus on quality compliance, technical accuracy, and ownership by the government-owned health facilities.
- Lead the technical recruitment, onboarding, and supervision of Nutrition Officers, emphasizing competency standards and quality outcomes in all staff development.
- Establish and maintain an effective supervisory framework that guarantees quality service delivery during all nutrition activities.
- Collaborate with MHPSS and Protection teams to integrate quality standards and safeguards in all program components, ensuring holistic and consistent service delivery.
- Develop, implement, and monitor quality assurance procedures for ongoing nutrition activities, including field supervision, to ensure adherence to global and national standards.
- Promote a culture of ownership and continuous improvement among healthcare facilities, government partners, and staff through targeted mentorship and capacity-building initiatives.
- Create and update comprehensive training curricula (Nine Hours training) and schedules on IYCF-E in Emergencies (IYCF-E), prioritizing quality content tailored to target audiences to promote best practices.
- Represent FHI 360 in national and sub-national nutrition coordination groups, advocating for quality standards, best practices, and innovative approaches.
- Conduct regular field monitoring visits and audits to ensure compliance with quality standards, promptly addressing gaps and implementing improvement plans.
- Oversee procurement and logistics processes, ensuring that quality specifications are met, and resources are used efficiently.
- Identify operational gaps that impact quality, working closely with the operations team to enhance processes and service delivery.
- Produce detailed reports and data analyses highlighting quality benchmarks, progress, and opportunities for program strengthening.
- Perform additional duties assigned by the Nutrition Coordinator, always with a focus on enhancing overall quality assurance standards.
DESIRED QUALIFICATIONS
- University Degree or equivalent in Medicine or Medical/Health-related courses preferred.
- Demonstrated knowledge of technical standards and best practices in nutrition programming in humanitarian settings.
- At least 5 years of work experience in the field of health systems, nutrition, or primary healthcare.
- At least 1 year of experience implementing or coordinating nutrition/IYCF programs with non-governmental organizations or UN agencies.
- Excellent in English. Fluent in Ukrainian.
- Excellent written and oral communication skills. Demonstrated leadership capacity.
- Demonstrated project and personnel management skills.
- Strong organizational skills, especially in time management and prioritization, and attention to detail.
- Excellent analytical and reporting skills.
