Le *Specialist Advisor IV: Combatting Transnational Criminal Organizations (TCOs) Advisor* sera basé à Guatemala City, Guatemala, avec la possibilité de travailler à distance. Mission et Objectifs
Le titulaire de ce poste rejoindra l’équipe d’ATSG pour renforcer notre partenariat avec le U.S. Department of State au sein du programme CENTRAL AMERICA REGIONAL SECURITY INITIATIVE (CARSI). Ce programme vise à offrir des soutiens variés, notamment en matière de professionnalisation des forces de police, de réformes judiciaires et d’initiatives de sécurité aux frontières. Le poste est encore plus crucial au vu de l’expansion des offres au-delà de l’Amérique centrale, vers tous les pays de l’hémisphère occidental.
Responsabilités et Tâches Principales
- Conseil technique : Fournir des conseils stratégiques aux responsables sur le personnel, la formation et la gestion des fonctions de coordination à travers le Border Command Center (BCC).
- Développement de programmes : Concevoir des programmes de formation et des modèles opérationnels pour soutenir les missions régionales d’interdiction des frontières.
- Coordination inter-agences : Favoriser des accords d’échange d’informations pour cibler le trafic humain et les réseaux criminels transnationaux.
- Gestion des équipes : Superviser le déploiement stratégique et la préparation opérationnelle du personnel du BCC.
- Reporting : Fournir des rapports d’activité mensuels à l’officier du programme INL et conseiller sur les politiques de recrutement.
Qualifications Minimales
- Nationalité : Citoyen américain, tiers national ou national local.
- Certification : Certification MRPT ou clearance RSO pour les étrangers.
- Diplôme : Licence en relations internationales, gestion des douanes ou domaine connexe.
- Compétences linguistiques : Maîtrise de l’espagnol et de l’anglais (niveau FSI 3/3).
- Expérience : Dix ans d’expérience en soutien à des programmes de loi ou de sécurité frontalière.
Qualifications Préférées
- Expérience accrue : Vingt ans dans le domaine de la sécurité ou de l’application de la loi, avec au moins dix ans dans une agence fédérale.
- Expérience à l’international : Antécédents de travail à l’étranger dans un environnement d’ambassade.
- Compétences avancées : Élaboration de stratégies et relations clés dans les initiatives liées aux TCOs.

Candidates applying after this date may still be reviewed and will remain in our talent pipeline for future opportunities.Position Description ATSG is presently identifying candidates for a Specialist Advisor IV: Combatting Transnational Criminal Organizations (TCOs) Advisor position. The Specialist Advisor IV: Combatting Transnational Criminal Organizations (TCOs) Advisor will join the ATSG team to enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs’ (INL) Central America Regional Security Initiative’s (CARSI) Western Hemisphere Program (WHP) – Guatemala task order. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries. The WHP is a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. Hours for this full-time position will be Monday through Friday, 40 hours per week.Duties and Responsibilities
- Provide technical guidance to SAT leadership on staffing, training, deployment, and management of the Border Command Center (BCC) and its regional coordination functions.
- Develop training programs, staffing models, operational protocols, and work plans to support regional coordination and border interdiction missions.
- Oversee strategic deployment and operational readiness of BCC staff.
- Facilitate interagency and regional information-sharing agreements to target human smuggling, trafficking in persons, and TCO networks.
- Support infrastructure planning, technology acquisitions, and communications upgrades to strengthen the BCC’s capacity.
- Coordinate closely with INL-supported programming, U.S. Embassy components, and vetted Guatemalan units.
- Provide monthly activity reports and updates to the INL Program Officer and Program Advisor.
- Comply with INL and U.S. Embassy standards of conduct and reporting requirements.
- Integrate border security and regional coordination competencies into SAT’s professional development programs.
- Develop an intermediate-level curriculum focused on fusion center and regional border coordination for BCC staff.
- Oversee recruitment, onboarding, and continuous skills development for BCC analysts and operators.
- Recommend recruitment and retention policies to the Government of Guatemala to build a professional, motivated BCC workforce.
- Advise on innovative technology solutions to improve BCC supervision, situational awareness, and data analysis.
- Support implementation of new laws and regulations that establish and expand BCC authorities and regional coordination roles.
- Assist SAT in formalizing the BCC’s mission, functions, and interagency relationships.
- Serve as a liaison between SAT, regional security partners, and U.S. border and TCO-focused agencies.
- Provide strategic recommendations for aligning BCC operations with Guatemala’s national security modernization initiatives.
- Position based in Guatemala City, Guatemala, working primarily from BCC.
- Regular coordination with the U.S. Embassy in Guatemala City is required.
Minimum Qualifications
- U.S. Citizen, Third Country National (TCN), or Local National (LN)
- MRPT certification or RSO clearance for foreign nationals
- Bachelor’s degree in international relations, customs/border management, public policy, law enforcement, or a related field
- Spanish language proficiency at FSI 3/3
- English language proficiency at FSI 3/3
- Ten (10) years of experience working with or supporting U.S. or other national law enforcement, border security, customs, or military programs
Preferred Qualifications
- Twenty (20) years of progressively responsible law enforcement or border security experience, including at least ten (10) years with a federal law enforcement agency
- Prior overseas experience working in an embassy environment or with foreign assistance implementing partners
- Demonstrated experience developing strategy, cultivating key relationships, and implementing border or TCO-related initiatives
- Professional-level English writing and briefing skills, including the ability to produce high-quality reports and presentations
- Ability to develop work plans, budgets, and communications consistent with U.S. Government standards and adapt to shifting guidance
- Expertise in U.S. border enforcement and customs protocols
- Familiarity with Guatemala’s legal framework and border enforcement structures
- Superior interpersonal, liaison, and diplomatic skills in a multi-agency, multicultural environment
