Rôle du Consultant MEL

Le consultant fera partie de l’équipe Performance et Apprentissage du programme SKALA. Il travaillera en étroite collaboration avec les responsables MEL nationaux et subnationaux pour mettre en œuvre les plans de travail MEL. Sa mission sera d’assister les coordinateurs provinciaux dans l’exécution d’activités de suivi et d’évaluation de haute qualité, en particulier dans les provinces de Tanah Papua.

Responsabilités Spécifiques

Les tâches incluront :

  • Fournir des conseils techniques en MEL et un soutien direct aux coordinateurs MEL provinciaux.
  • Compiler, analyser et synthétiser les données produites par les processus MEL.
  • Contribuer à la production de rapports MEL de qualité destinés aux parties prenantes.
  • Faciliter la montée en compétence de l’équipe SKALA et des acteurs du programme sur les enjeux de MEL.

Conditions de Travail

Le consultant est attendu à voyager dans les provinces ciblées, avec une flexibilité nécessaire en termes d’horaires. L’environnement de travail est principalement de terrain, exposant occasionnellement à des éléments désagréables.

Critères de Sélection

Les candidats devront posséder :

  • Une formation académique pertinente en sciences sociales, évaluation ou gestion.
  • 6 à 7 ans d’expérience dans le domaine du suivi et de l’évaluation, idéalement dans un contexte de programmes décentralisés.
  • Des compétences avérées en gestion des activités MEL et en collecte de données qualitatives.

Il est également souhaitable que les candidats aient une bonne compréhension des processus de décentralisation en Indonésie et soient à l’aise dans la communication avec divers intervenants.

She/he will work closely with the existing Subnational-MEL Manager, National MEL Manager and the MEL Lead in implementing SKALA MERL work plans. The consultant will focus in supporting Provincial MERL Coordinators the implement high-quality MEL activities in designated provinces. In terms of geographical coverage, the consultant will work to support MEL implementation in all provinces in Tanah Papua.   • Relevant academic qualifications in social sciences, evaluation, management, public policy, or other relevant discipline (research and methodological experience encouraged).
  • At least 6-7 years’ experience in monitoring, evaluation (and in research and learning will be an advantage) on a large program, including demonstrated experience coordinating a decentralised MEL team in multiple provinces through a combination of remote and online communication and travel-based in person interaction.
  • Demonstrated experience managing MEL activities implementation at the subnational level (e.g., Tanah Papua or eastern part of Indonesia), including in adapting MEL approaches and tools for use within specific local contexts.
  • Demonstrated experience organising dan capacitating data collection activities, analysis, synthesis, and reporting, especially qualitative data collection and analysis within the context of development programs or comparable settings.
  • Ability to manage competing tasks and work independently and to tight deadlines.
  • Good verbal and written communication skills in English and native Indonesian.
  • Demonstrated ability to communicate with a wide range of stakeholders from diverse backgrounds, especially with sub national government officials and CSO partners.
  • Able to work with at least 15-18 days per month (maximum 90 days per years), she/he will be based in Sorong-Papua Barat Daya. She/he will also could be mobilized to other provinces when needed/relevant.

Preferred

  • A demonstrated understanding of Indonesia’s decentralisation processes, including relevant laws, policies, regulations, and the political economy of the sector.
  • Database management skills and experience, especially qualitative data. Experience facilitating learning processes.
  • Experience developing and/or refining program theory, theories of change, and/or program logics. Experience with MERL implementation on DFAT programs.
  • Experience working in Tanah Papua or eastern part of Indonesia will be an advantage.
  • Knowledge and awareness of the different needs of traditionally disadvantaged population groups, such as women, the elderly, ethnic minorities and people with disabilities or special mobility needs.
