Contexte du Poste
WVI recrute un **Technical Sector Lead / Technical Sector Advisor** à Dnipro. Ce poste mais également un rôle stratégique, est essentiel pour orienter la réponse humanitaire en Ukraine, particulièrement dans le contexte des réfugiés et des personnes déplacées internes.
Objectif du Poste
Le titulaire sera responsable de garantir un niveau élevé de qualité ministérielle dans la conception et l’intégration sectorielle. Il ou elle jouera un rôle clé dans la position stratégique des secteurs techniques prioritaires au sein des programmes, alignant les objectifs ministériels avec la *Vision, la Mission et les Valeurs Fondamentales* de WVI.
Principales Responsabilités
Technical Sector Lead
- Contribuer au développement et à la révision de la stratégie WV UCR.
- Offrir des orientations techniques pour la création de plans de qualité dans les secteurs techniques.
- Assurer l’intégration des thèmes transversaux dans les programmes techniques.
- Développer des approches techniques sectorielles basées sur des contextes internes et externes.
- Veiller à ce que toutes les programmations respectent les normes techniques de WV UCR et les meilleures pratiques mondiales.
Égalité des Genres et Inclusion Sociale (GESI)
- Fournir un soutien technique pour développer, mettre en œuvre et évaluer la stratégie GESI.
- S’assurer que les considérations GESI sont intégrées dans toutes les stratégies et propositions sectorielles.
- Diriger le maintien de la qualité technique des initiatives d’intégration GESI.
Protection et Sauvegarde
- Assurer un leadership stratégique en matière de protection et d’application de la politique de sauvegarde.
- Développer des stratégies de formation et de sensibilisation pour le personnel.
- Répondre aux incidents de protection d’enfants au niveau communautaire selon les protocoles établis.
Exigences et Compétences Requises
- Minimum de 5 ans d’expérience dans un rôle de conseil sectoriel.
- Au moins 8 ans d’expérience en gestion de programmes dans une organisation de développement international.
- Compétences avérées en rédaction de rapports et en suivi-évaluation.
- Capacités de gestion de conflit et de résolution de problèmes.
- Maîtrise des outils informatiques, notamment MS Office.
- Fluence en anglais et en ukrainien, avec une disponibilité à voyager 20 % du temps.

You will work alongside global professionals, improving your knowledge, skills, and abilities in a multinational organization that will prepare you for work in the world’s best-in-class companies in the future.JOB PURPOSEThe Technical Sector Lead/Sector Advisor is responsible to ensure a high level of quality ministry in design, sectoral integration, cross cutting inclusion/integration leading to strategically positioning the priority technical sectors in programming at all levels across the UCR Response, for maximum benefit and impact on the refugees, IDPs and communities, whilst ensuring ministry quality objectives are in alignment with World Vision’s (WV) Vision, Mission and Core Values.The position will have dual responsibility across the UCR response: 1) to provide leadership to a group of technical experts and advisors including the Education, Child Protection, Gender, Safeguarding and sectors, while actively supporting the PDQ Director in ensuring programme quality; 2) to act as Sector Advisor.The Technical Sector Lead/Protection Advisor will be an integral member of the program and operations team and will be a key player in contributing to WV UCR overall objectives.Technical Sector Lead
- In consultation with the PDQ Director, contribute in the development/revision of the WV UCR strategy
- Provide technical guidance for development of quality designs/plans of all technical sectors across WV UCR Response, and ensure implementation in line with W UCR strategy and partnership standards.
- Ensure the inclusion/integration of cross cutting themes in the technical programs’ development.
- Sectoral technical approaches are developed and reviewed based on internal and external contexts in alignment with WV UCR Strategy.
- Ensure all programming and implementation follows WV UCR standard technical approaches to each sub-sector, uptakes donor, international and response specific guidance, minimum requirements and global best practices.
- Support in the recruitment of technical sector staff and capacity building.
- Support the program acquisition process with sound unbiased technical advice to ensure the technical sector included are best aligned to the donor, community needs and our technical expertise
Gender Equity and Social Inclusion (GESI)
- Provide technical support and guidance to WV UCR to develop, implement, monitor and evaluate its gender/GESI strategy and programs.
- Support the development and alignment of WV UCR GESI Technical Approaches and Technical Programs with WV UCR Strategy and Our Promise.
- Ensure GESI considerations are mainstreamed into all WV UCR Sector Strategies and technical approaches and proposals.
- Together with PDQ team, meet with donors to preposition for new program ideas and models based on evidence.
- Support the GESI Officer to conduct regular situational analysis of the sector and feed recommendations back to WV UCR for decision making or future priorities.
- Provide leadership to ensure the overall technical quality of WV UCR GESI mainstreaming .
- Review grant progress reports and M&E reports to ensure compliance with WV and donor requirements.
Safeguarding
- Provide Strategic Leadership in Safeguarding and implementation of the Child and Adult Safeguarding Policy across WV UCR
- Lead, develop and coordinate Safeguarding Capacity Building and Awareness Raising strategy for WV UCR staff and affiliates
- Take lead in coordination and management and response to Level 1 child protection community-level incidents according to local Child Protection/Safeguarding Incident Preparedness Plan
- Manage the response of Level 2 and Level 3 safeguarding incidents including investigations and reports, with accountability to the Global Centre’s WVI Integrated Safeguarding Unit, according to global protocols and local Child Protection/Safeguarding Incidents
- Preparedness Plan with support from Regional Safeguarding Focal Point
- Jointly with Operations team(s), ensure that accessible complaints and response mechanisms are in all communities where WV works, in line with the Programme Accountability Framework (PAF), which aim to help children and adults report harm, abuse, exploitation or other breaches of Behaviour Protocols by WV staff, volunteers, visitors, consultants or WV UCR affiliates.
- Coordinate care for and support to staff working on difficult child protection and safeguarding issues
- All other safeguarding duties as specified in the Safeguarding Policy.
Sector Based Advisor
- Support in the development of strategy and priorities based on emerging needs, context and donor interests.
- Provide strategic lead in Protection/CVP/LER/EIE for WV UCR response in line with local governmental and inter-agency regulations and guidelines.
- Develop or provide technical support for sector targeted activities.
- Monitor activities to ensure quality assurance
- Support M&E in integration of CP/EIE/CVP/LER and contribute to inter-agency assessment and monitoring processes.
- Sector supervision and capacity building through training and on the job coaching for WV staff and partners.
- Ensure establishment/strengthening of mechanisms within UCR, including partner agencies.
- Participate in Strategic Advisory Group (SAG), cluster and other relevant CP task forces to strengthen coordination efforts.
- Provide support in staff recruitment and partner selection as required.
- Support DM&E to develop assessment, monitoring and evaluation tools and strengthen accountability mechanisms.
Requirements
- Minimum 5 years working experience in sector Advisory role
- At least 8 years experience in Program Management in international development organization, preferably in NGO context with 5 years of leadership experience
- Demonstrable experience in technical sectoral programming, including child protection minimum standards
- Experience in management/supervision of grant funded projects.
- Experience in donor related program design and proposal development.
- Strong report writing and monitoring skills
- Interpersonal, management and conflict resolution skills.
- Strong capacity building, facilitation and mentoring skills
- Knowledge of MS Office and statistical programs
- Proven Team leadership and people management skills
Fluency in written and spoken English and Ukrainian. * Willingness to travel 20% of the timeAdditional Information
