Mission et responsabilités clés

Le Finance Officer travaille au sein du département des finances, sous la supervision directe du coordinateur financier. Ses principales responsabilités incluent :

  • Effectuer l’examen financier des TAs, des rapports de dépenses et des paiements en espèces, en s’assurant de leur conformité avec les normes de Mercy Corps et les donateurs.
  • Assurer le traitement rapide des paiements aux fournisseurs et l’enregistrement correct dans le système financier de Mercy Corps.
  • Effectuer des rapprochements mensuels des comptes de bilan selon les instructions du coordinateur financier.
  • Coordonner le suivi des factures en attente et assurer leur règlement à temps.
  • Préparer et soumettre les demandes de trésorerie hebdomadaires et mensuelles pour les bureaux de terrain.

Compétences et qualifications requises

Les candidats doivent répondre aux critères suivants :

  • Titre académique en comptabilité ou finance (BA/S ou équivalent).
  • Deux ans d’expérience en gestion financière et comptabilité.
  • Compréhension des règles et réglementations des donateurs est préférable.
  • Compétences avérées en gestion de comptes et préparation de rapports financiers.
  • Maîtrise des logiciels MS Office, notamment Excel, et des logiciels de comptabilité.

Now, and for the future.The Program/Department Summary:Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.General Position Summary:Working in the Finance Department under the direct supervision of the Finance Coordinator for Accounting, the Finance Officer is responsible for processing and recording payments, financial reviews of documents, financial reporting, resource management, coordinating with others, in compliance with donor and MC internal policies.Essential Responsibilities

  • Perform financial Review of TAs, Expense reports, cash payments and simple service contracts for all grants and ensure they are accurately coded and meet donor and MC standards according to approval authority matrix threshold.
  • Ensure timely processing of payments to vendors, and timely recording of payments in Mercy Corps Financial System Navigator. Review transactions entered in Navigator, on a daily basis to make them ready for posting.
  • Carry out monthly reconciliation of balance sheets accounts as assigned by Finance Coordinator and prepare monthly amortization or other journal entries as needed.
  • Coordination with Operations to track all outstanding invoices and ensure they are paid on time for your location.
  • Ensure/match invoices/receipts, completion reports with GRN and other required documents for processing of contracts and payments in accordance with donor and MC regulations.
  • Coordinate and prepare weekly and monthly cash requirement for your field offices, submit and make sure sufficient cash is available in the office and monitor its use. Make sure also there is no excess cash.
  • Perform financial analysis on expenses upon request from Finance Manager or Director as needed.
  • Provide on-going orientation, training and support to MC staff on Mercy Corps and respective donor’s rules and regulations.
  • Prepare Bank Reconciliations and perform accurate and timely end month procedures i.e cash counts and end month bank reconciliations as per month close schedule.
  • Make sure all income taxes, withholding taxes, VAT are accurately computed and make compilations for monthly statutory deductions and file in drive for main office to send to tax accountant.
  • Any other tasks to be assigned by the supervisor.

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

  • A BA/S or equivalent in accounting or finance is required.
  • 2 years experience in financial management and accounting.
  • Adequate understanding of donor rules and regulations is preferred
  • 2 years international NGO/PVO experience is preferred.
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
  • Demonstrated experience and skill with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports.
  • Advanced computer skills in MS Office programs, particularly Excel and accounting software experience.
  • Prior management experience and strong organizational skills preferred.
  • Good oral and written English skills, Fluent in Ukrainian, Willing to travel to Mercy Corps and sub grantees field offices and project sites approximately 25%.
