Description du Poste
Le Vice President, Compliance & Control, jouera un rôle essentiel au sein de l’équipe de conformité de BNY Mellon à Taïwan. Sous la supervision du Responsable de la Conformité pour le pays, le candidat retenu sera chargé de développer et d’appliquer un cadre de conformité cohérent à l’échelle de la banque.
Missions Principales
- Développement du Cadre de Conformité : Analyse de la législation en vigueur afin d’identifier les lacunes et mise en place de contrôles adaptés à la conformité réglementaire, notamment en matière de lutte contre le blanchiment d’argent (AML) et le financement du terrorisme (CTF).
- Conseil Réglementaire : Fournir des conseils aux lignes de défense sur la conformité locale et les exigences réglementaires AML, garantissant ainsi l’application appropriée des politiques.
- Révision des Politiques : Préparation et amélioration continue des politiques de conformité et AML/CTF pertinentes pour la succursale de Taïwan.
- Collaboration Multidisciplinaire : Travailler en étroite collaboration avec les unités commerciales pour garantir l’exécution des projets de conformité et améliorer la performance du cadre global de conformité.
- Formation et Sensibilisation : Conduire des sessions de formation sur la gestion des risques et les exigences de conformité pour les unités commerciales et développer des supports de formation appropriés.
Exigences du Poste
– **Formation :** Diplôme de niveau Bachelor (ou équivalent), de préférence en affaires ou finance.
– **Expérience :** 7 à 10 ans dans des rôles liés aux services financiers, à l’audit ou à la conformité, avec une connaissance approfondie des réglementations de la Banque et du FSC.
– **Compétences Linguistiques :** Maîtrise de l’anglais et du mandarin (écrit et oral).
– **Qualités Professionnelles :** Capacité à être un bon joueur d’équipe, communicateur efficace, et à faire preuve de flexibilité face aux défis.

We’re seeking a future team member for the role of Vice President to join our Taiwan Compliance team reporting to the Taiwan Country Compliance Head. This role is in Taiwan – Taipei (Hybrid working model). In this role, you’ll make an impact in the following ways: Assist the Taiwan Country Compliance Head in developing, implementing and enforcing an adequate and consistent bank-wide overall compliance framework (regulatory compliance and financial crime compliance) including: Analyzes existing and proposed legislation, regulatory (i.e. Banking Bureau and FSC licensing, outsourcing etc.) announcements and industry practices relevant to the Taiwan Branch and BNY businesses and identify gaps, develop and implement controls, processes and procedures to meet existing and upcoming requirements ensuring compliance with all applicable laws, rules and regulations. Provide local regulatory compliance and AML/CTF advice and guidance to the first line of defense (1LOD) on local regulatory / AML regulatory issues and application of policy requirements to their business lines and customers, as required. Preparing, maintaining, reviewing and improving current compliance and AML/CTF related policies, regulations, guidelines, code of conduct, standards of good practice applicable to the Taiwan Branch. Review and challenge business line compliance / AML/CTF policies, standards, and procedures, at implementation and subsequent review. Work closely with business units and other relevant stakeholders to maintain and set standard for the execution of relevant compliance and FCC projects and enhance the performance of the overall compliance framework. Coordinate the relevant examination/ reviews being conducted by regulators, external, consultants, external or internal auditors Responsible for assisting the business units to bring them into compliance with complex regulatory and policy requirements. Engage with Global and Regional program teams to support implementation/execution of controls enhancements including ensuring all changes adhere with appropriate local regulation(s). Review and challenge to ensure timely submission and completion of compliance risk assessments, institutional risk assessments, outsourcing assessments, regulatory reports and surveys and internal compliance and audit requests. Contributes to the preparation of time sensitive reporting and appropriately escalates issues to Taiwan Country Compliance Head and management. Represent BNY at relevant external industry forums, as required, to ensure awareness of industry developments and market practice. Lead the training and education for the assigned business unit(s) on risk management and compliance requirements. Collaborates with the business unit(s) to develop the appropriate training materials. Provide guidance to more junior team members, as needed. Contributes to the achievement of team objectives. To be successful in this role, we’re seeking the following: Bachelor’s degree or the equivalent combination of education and experience is required. Business or Finance degree preferred. 7-10 years of total work experience preferred. Financial Services, Audit or Compliance background and/or experience with banking/financial services compliance, FCC/AML/Sanctions and/or experience with the assigned products, services or business lines/areas (Markets experience/exposure) and the pertaining laws, regulations and rules of relevant regulators preferred.
