Le poste de Lead Specialist est proposé par la Coalition for Disaster Resilient Infrastructure (CDRI), une organisation engagée dans le renforcement de la résilience des infrastructures critiques face aux catastrophes naturelles et aux impacts du changement climatique. Cette opportunité est ouverte à des candidats de toutes nationalités, à condition de posséder au moins 10 ans d’expérience professionnelle internationale dans minimum 5 pays, appartenant à 2 des 6 régions géographiques des Nations Unies (Afrique, Asie, Europe, Amérique Latine et Caraïbes, Amérique du Nord, Océanie).

Objectif du Poste
Le titulaire du poste jouera un rôle clé dans la formulation et l’implémentation d’initiatives d’assistance technique et de renforcement des capacités pour améliorer la résilience des infrastructures de transport à travers plusieurs nations, en conformité avec le mandat de la CDRI.

Responsabilités Principales

Assistance Technique
Ces initiatives viseront à renforcer la résilience des systèmes d’infrastructure de transport, telles que les voies aériennes, les voies navigables, les routes et les chemins de fer. Les responsabilités incluent :

  • Mobilisation d’experts techniques : Travailler avec les membres de la coalition pour répondre aux besoins spécifiques des pays membres.
  • Études Techniques : Concevoir, exécuter et gérer des études techniques en lien avec l’infrastructure de transport.
  • Évaluation des Risques : Faciliter les évaluations des risques physiques liés aux infrastructures de transport pour identifier les menaces posées par les catastrophes naturelles.
  • Incorporation des Technologies Innovantes : Promouvoir l’intégration de technologies avancées dans la planification et la réalisation de projets d’infrastructures résilientes.
  • Développement de Programmes : Aider à la création de programmes pour mobiliser des financements destinés aux infrastructures devant être renforcées.
  • Approche Cycle de Vie : Introduire une approche axée sur le cycle de vie dans la gestion de projets d’infrastructure.
  • Coordination : Collaborer étroitement avec les agences gouvernementales, les partenaires de développement, le secteur privé et d’autres intervenants.

Renforcement des Capacités
Contribuer à des initiatives de renforcement des capacités, notamment par :

  • Documents de Politique : Élaborer des documents de politique en matière d’infrastructure résiliente.
  • Études de Cas : Documenter les meilleures pratiques.
  • Matériel de Formation : Développer et animer des formations à travers divers modes d’apprentissage.
  • Partenariats : Créer des partenariats avec des institutions éducatives.

Gestion
Contribuer aux fonctions de gestion, incluant :

  • Gestion de Programme : Supervision des projets et des programmes.
  • Reporting : Contribuer à la rédaction de rapports pour les bailleurs de fonds.
  • Représentation : Représenter la CDRI dans des dialogues globaux.

Compétences Requises

  • Expertise Technique : Connaissances solides sur la conception et la mise en œuvre des systèmes d’infrastructure de transport.
  • Gestion de Projets : Maîtrise des logiciels de gestion de projet.
  • Compétences Interculturelles : Habileté à travailler dans des équipes pluridisciplinaires.

Qualifications et Expérience

  • Diplôme Minimum : Master en ingénierie des transports ou des domaines connexes.

📝 Description du poste : PositionThe position is open to candidates of all nationalities.All nationals demonstrating 10 years of international work experience in at least 5 countries across 2 UN geographic regions (from Africa, Asia, Europe, Latin America and the Caribbean, North America, and Oceania) would be considered for international positions (international hire).Objective of the position:The Coalition for Disaster Resilient Infrastructure (CDRI) seeks experienced professionals to lead the formulation and implementation of technical assistance and capacity-building initiatives in critical infrastructure systems.The selected candidates will play a key role in developing activities aimed at strengthening the resilience of transportation infrastructure—including airways, waterways, roads, and railways—across multiple countries, in alignment with CDRI’s mandate.The selected candidates will play a key role in developing activities aimed at strengthening the resilience of transportation infrastructure—including airways, waterways, roads, and railways—across multiple countries, in alignment with CDRI’s mandate.Key Roles and Responsibilities: * Technical Assistance:Develop technical assistance initiatives in coordination with sectoral departments/agencies in member countries, knowledge institutions, technical experts, and others to support strengthening the resilience of transportation infrastructure systems. These initiatives could include:

  • Mobilizing technical experts from coalition members and partners to address specific needs in member countries.
  • Designing, executing, and managing technical studies.
  • Facilitating risk assessments related to the design of transportation infrastructure systems to identify physical risks related to natural hazards and climate change.
  • Supporting the incorporation of innovative technologies and approaches in the financing, planning, design, and implementation of disaster-resilient transportation infrastructure projects.
  • Addressing gaps in codes and standards.
  • Supporting the development of programmes and projects to mobilize disaster and/or climate financing.
  • Introduce a life-cycle approach within project planning and management, including but not limited to identifying opportunities to embed resilience in various stages of a project development, strategy formulation, planning and design, procurement, operations and utilization, and the end-of-life phase for transportation infrastructure.
  • Coordinating closely with government agencies, development partners, the private sector, insurance companies, and other relevant stakeholders concerning disaster-resilient transport infrastructure and maintaining up-to-date information on their activities and programs.

2. Capacity Building:Contribute to capacity-building initiatives in coordination with other experts within the Secretariat and partner organizations to deepen the understanding of resilience amongst transportation sector professionals in member countries and within the CDRI Secretariat. Initiatives could include:

  • Preparing policy and advisory documents related to resilient infrastructure.
  • Documenting case studies and best practices.
  • Developing training materials, including delivery in workshops and other capacity-building modalities.
  • Building partnerships with institutions engaged in capacity building and knowledge management in member countries.
  • Building partnerships with global standard-setting organizations.

3. Management: Contribute to Secretariat’s management functions, including:

  • Programme and project management.
  • Contributing to reporting to funding agencies.
  • Representing CDRI in global dialogues related to resilient infrastructure.
  • Presenting to CDRI governing bodies.
  • Convening and conducting or attending and documenting meetings or consultations with external stakeholders, as required.

Skills

  • Demonstrated expertise in the design and implementation of transportation infrastructure systems.
  • Demonstrated expertise in areas related to resilient infrastructure, such as disaster risk reduction, climate change adaptation, and risk analysis.
  • Experience in the formulation and implementation of programs and projects, managing teams, and coordinating and engaging with stakeholders.
  • Knowledge of project management software (e.g., MS Project, Primavera) and demonstrated skills in designing and implementing project monitoring systems.
  • Proven ability to work effectively and innovatively in multi-disciplinary, multi-cultural teams and with an entrepreneurial approach.
  • Excellent communication and interpersonal skills.
  • Analytical and strategic planning skills and the ability to handle multiple priorities and deadlines.
  • Familiarity with international frameworks such as the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction, and the Paris Agreement.
  • Experience working in an international organization and with a diverse number of partners comprising Governments, the UN, multi-lateral systems, industry, financial institutions, and knowledge and research institutions in multi-country locations.

Qualifications:

  • Master’s in transportation engineering, civil engineering, transportation management, transportation economics, transportation planning, transportation finance, or other related fields. Candidates with international education are desirable.

Experience:

  • 10+ years, including at least 4 years in a leadership role at the national or international level, managing transport infrastructure projects/ initiatives, with specialized experience in one or more transportation infrastructure sectors related to roads, railways, airways, waterways, and ports. Refer to the expected experience below.

Expected experience related to airways infrastructure includes:

  • Extensive experience in airport and heliport planning, including air and landside planning, assessments, and implementation, with expertise in critical assets such as runways, air traffic control (ATC) facilities, airport terminal design, and overall airport operations.
  • Proven experience collaborating with global aviation agencies, including ICAO, ACI World, IATA, and EASA, with a strong understanding of relevant codes, standards, design principles, and advisories.
  • Expertise in disaster preparedness, post-disaster recovery planning, and the integration of climate-resilient infrastructure standards, guidelines, and best practices in the design and implementation of heliports and airports.

Expected experience related to waterways infrastructure includes:

  • Extensive experience in seaport and maritime infrastructure planning, including port terminal design, quay structures, dredging, navigation channels, and landside connectivity, with expertise in cargo handling, logistics, and overall port operations.
  • Proven experience collaborating with global maritime agencies, including IMO, IAPH, PIANC, and national port authorities, with a strong understanding of relevant codes, standards, design principles, and advisories.
  • Expertise in disaster preparedness, post-disaster recovery planning, and the integration of climate-resilient infrastructure standards, guidelines, and best practices in the design and implementation of seaports, harbors, and coastal protection infrastructure systems.

Expected experience related to road and railway infrastructure includes:

  • Extensive experience in roads, highways, railroads, and bridge planning, including design, assessment, construction, and maintenance.
  • Proven experience collaborating with global rail and road agencies, including IRF, PIARC, ITF, and regional and national rail and road authorities, with a strong understanding of relevant codes, standards, design principles, and advisories.
  • Expertise in disaster preparedness, post-disaster recovery planning, and the integration of climate-resilient infrastructure standards, guidelines, and best practices in the design and implementation of roads, bridges, and transport networks.

Reporting Line:

  • The incumbent will report to the Director or the appropriate role per the approved organizational structure.

Language Requirements:

  • Fluency in English, both oral and written.
  • Knowledge of any of the UN’s official languages will be an asset.
